This is caused by the deepening of the economic globalization phenomena and the crescent expectation of growth of the international flow of primary products from the developing countries to the developed ones. The increased flow of commerce would make it possible for the developing countries to raise their share in the world income and, eventually, by using internal inter sector income transferences and other economic mechanisms reach social and economic development. Otherwise, developed countries as the European Union, USA and Japan, also interested in enhancing the production and exportation of its agricultural products have been adopting policies to support their producers in a so important way that they deeply affect the international trading of agricultural products from the developing countries. In this context, the aim of this article is to verify the economic foundations in favor of an increase in the international commerce as a manner to reach social and economic development
