Housing cooperatives are often entrusted with the construction of affordable apartments (social housing), as well as their management. Unlike some European countries, for example Germany and Austria, where cooperatives built almost a fifth of the total number of apartments after the Second World War, in Serbia the state decided to abandon the management of housing policy and left it to the laws of the market.
