自第二次世界大战以来,乌克兰境内军事行动的规模是空前的,因此,绝对有必要查明军事行动对环境的影响,以便对侵略国提出进一步诉讼,并制定措施,恢复被军事行动破坏的生态系统,确保人民的健康。其目的是评估各种军事行动对乌克兰水文生态系统状况的影响,确定对其造成的损害,并制定一套恢复措施系统。研究结果将以一种新的方式量化军事行动对生态系统影响的后果,并为受到不同程度军事行动强烈影响的生态系统制定一套恢复措施系统
