We used SVR(Secondary Voltage Regulation) theory for the development of Guidelines. For the division of control areas CESI[1] algorithm was used and EMS snapshot PSS/E datas were used for the study. The best target voltages for the pilot(reference) buses were calculated by Optimal Power Flow. Voltage operation guidelines in major substations of Korea Power System
