摘要

目前,港外锚地与其他近海构筑物、浅滩、礁体等之间的相对安全距离没有统一的标准,已有的研究成果中也没有具体的参考结论,给近海锚地的规划、选址和保护造成了混乱。本文对中国锚地位置的研究要求基于锚地的相对安全性和周边海域资源距离进行了深入的研究,主要研究了系泊船的走行、漂流方向和拖曳锚过程的速度三个方面,如通过船舶机动模拟试验进一步研究了系泊船可能被拖曳的速度;最后提出了确定锚地与周边设施(或观测)相对安全距离的计算方法。在上述研究的基础上,本文对港外锚地的安全避让距离提出了一些建议,并解决了港外锚地安全避让的具体标准问题,可作为港外锚地选址和锚地资源保护的参考。
