To do this, the formalization of the dynamics of information conflict, and without taking into account information theft. A mathematical model is developed, which comprehensively address the information conflict with dynamic control. A feature of this approach is the consideration of pre-emptive action of the opposite parties in the application of various methods of information conflict and protection organizations, as well as assessment of the impact of the degree of advance of the actions of the other side on the system safe from external and internal influences.
