Professional retraining as the basis of procurement specialists training

Предмет. Поводом для написания статьи явился отмечаемый многими исследо-вателями и практиками недостаточный уровень квалификации специалистов,задействованных в сфере закупок. Причина такого положения дел – в несоответ-ствии сложившейся системы подготовки специалистов (базирующейся к тому жена устаревших методических рекомендациях) требованиям Федерального закона«О контрактной системе в сфере закупок…», постулирующего принцип профессионализмазаказчика. Актуальность проблемы усиливается тем фактом, что в сфе-ре государственных закупок в стране занято до одного миллиона человек.Цель статьи – обосновать тезис о том, что система обучения специалистов в об-ласти закупок должна сочетать программы профессиональной переподготовки иповышения квалификации.Метод. Работа основана на анализе нормативных актов и профессиональных стан-дартов, регламентирующих деятельность специалистов в сфере закупок, методиче-ских рекомендаций по реализации дополнительных профессиональных программповышения квалификации в сфере закупок Минэкономразвития РФ и Минобрнау-ки РФ, собственного практического опыта.Результаты. Представлена программа профессиональной переподготовки «Специ-алист в сфере закупок», являющаяся базовой в единой системе дополнительногопрофессионального обучения (переподготовка + систематическое повышение ква-лификации) специалистов по закупкам.Практическая значимость. Приведенные в статье методические рекомендациимогут быть использованы специалистами, ответственными за планирование и ор-ганизацию профильной подготовки в системе дополнительного обучения. Background. The reason for writing the article was the low level of qualificationof specialists involved in the field of procurement, noted by many researchers andpractitioners. The reason for this state of affairs is the inconsistency of the existingspecialists training system (based on outdated methodological recommendations)with the requirements of the Federal Law «On the contract system in the field ofprocurement ...», which postulates the principle of professionalism of the client. Theurgency of the problem is reinforced by the fact that up to one million people areemployed in the field of public procurement in the country.Objective. The aim of the article is to substantiate the thesis that the system of trainingspecialists in the field of procurement should combine professional retraining andadvanced training programmes.Methods. The work is based on the analysis of regulations and professional standardsregulating the activities of specialists in the field of procurement, methodologicalrecommendations for the implementation of additional professional training programsin the procurement field of the Ministry of Economic Development of the RussianFederation and the Ministry of Education and Science of the Russian Federation, theirown practical experience.Results. The programme of professional retraining «Specialist in the Field of Procurement»is presented, being the basic programme in the unified system of additional professionaltraining (retraining + systematic professional development) of procurement specialists.Practical significance. The methodological recommendations given in the article canbe used by specialists responsible for planning and organising specialised training in thesystem of additional training.
