Some areas are often covered by multiple wireless access networks at the same time. In some crowded places, the user's movement state has a certain regularity. Therefore, a heterogeneous network load balancing algorithm based on motion state estimation is proposed. The user's motion state is estimated first, and then part of the load is transferred from the cellular network to the WLAN according to the estimation result.
