PROBLEMS OF TECHNİCAL REGULATİON İN THE ENERGY SECTOR OF AZERBAİJAN AND DİRECTİONS FOR İMPROVEMENT OF İTS İNSTİTUTİONAL SYSTEM

The article examines the issues of analysis and improvement of existing areas of technical regulation of the energy sector of the Republic of Azerbaijan. For the analytical disclosure of the relevance of the object of study and the content, the ongoing development trends of the energy sector are analyzed, and the application effectiveness of the Institute of technical regulation in this sphere is substantiated. The analysis and assessments cover both areas of the national energy sector - resource extraction, production and generation, transportation and distribution of electricity, heat energy separately. As a result of the work, it is shown that the prerequisites for the application of technical regulation in the Republic of Azerbaijan have already been established, the relevant normative-legal base has been formed and the corresponding institutional system has been formed. At present, it is necessary to switch to a stage that provides for the preparation of technical regulations and conduct extensive institutional reforms in accordance with international practice. To do this, the development of a special strategy of technical regulation in the energy sector, based on global challenges and new trends, becomes an objective necessity.
