This strategic culture, which has caused many wars throughout history, has been suppressed and controlled by the victorious states after the Second World War. However, after getting full sovereignty under the geopolitical conditions of the Cold War time, German strategic culture evolved from German pacifism which is called as the “civilian power” (Zivilmacht) into world politics (Weltpolitik). Yet, Germany, to prove its commitment to ‘civilian power’ politics, has grounded its world politics on \"planetary responsibility ethic\" (Planetarischer verantwortungsethik). At the same time, under the postmodern conditions, Germany trie to be more active on international politics by developing a foreign policy concept that is called as \"the Leading from Center\" (Fuhrung aus der mitte).
