The purposes of this study is to describe the implementation of the rehabilitation of uninhabitable homes in Bandarharjo, Semarang City and to determine the supporting and inhibiting factors that occur in the implementation of the program. The study was conducted with a qualitative method with a descriptive approach, conducting interviews with selected informants based on the criterion-based selection technique. The results showed that the Rehabilitation Program for Non-Occupable Homes in Bandarharjo Village had been implemented but had not been implemented to the maximum, this was evidenced by the lack of achievement of objectives and the lack of fulfillment of the set targets. The inhibiting factor in the implementation of this program is the lack of human and financial resources in implementing the program.
