Different from the existing results, a systems matrix A whose eigenvalues contain zero is allowed. By combining the Kronecker product operation with the Vandermonde matrix, a sufficient condition is developed to guarantee the stochastic stability of the closed-loop system. Based on linear matrix inequality (LMI) and a cone complementarity linearization algorithm, a method of designing an observer-based output feedback controller for the system is given.
