This paper focuses on developing a new Highway Safety Evaluation System (HSES). First, the Highway Safety Design Model (IHSDM) software and its structure were introduced and the challenges of applying this tool to the highway design process in China were investigated. And then, the structure and data organization of HSES were introduced, furthermore, the key data transfer tool was completed, that can transfer existing highway geometric design data in China to Land XML 1.0 data for the use of after-then safety evaluation. Thirdly, the modules of HSES were shown and explained. And details of the proposed models development and implementation for operation speed and crash prediction were described. 随着中国交通事故率的不断上升,公路安全问题越来越受到人们的重视,特别是在公路设计阶段。本文的重点是开发一个新的公路安全评价系统(HSES)。首先,介绍了高速公路安全设计模型(Highway Safety Design Model, IHSDM)软件及其结构,并分析了在中国高速公路设计过程中应用该工具所面临的挑战。在此基础上,介绍了HSES的结构和数据组织,并完成了关键数据转换工具,该工具可将中国现有公路几何设计数据转换为Land XML 1.0数据,用于事后安全评价。第三,对HSES的模块进行了展示和说明。并详细描述了所提出的运行速度和碰撞预测模型的开发与实现。最后,对软件系统的优点、局限性和未来的展望进行了讨论。
