Firstly, the concept of mission-critical system effectiveness is presented. Then based on the core capabilities analysis, a novel index system of mission-critical system effectiveness is established, which consists of three aspects: quality of information, quality of information service and security. And the hierarchical index system can comprehensively reflect timeliness, efficiency, quality, and security characteristics of the mission-critical system.
