With power generation enterprises as representatives, the cost efficiency of integrated energy service providers in bundled cooperation has been analyzed. The low-carbon comprehensive benefits of integrated energy service providers are defined by emission reduction profit, and a new type energy-saving project investment decision model with the aim of maximizing low-carbon comprehensive benefits is established. The case study verifies the promotion of the increase in the planning capacity of new energy-saving projects and the improvement of the profit of integrated energy service providers by carbon value.
