First, this paper sorts out the business that integrated energy service companies can conduct from the perspective of the entire process of power energy development and utilization and the company's operating stakeholders. Then the GDP, power consumption, and distributed resource development potential of each province in China are measured. Based on the measurement results, three types of operation modes are put forward: power-dependent, user-dependent, and bilateral collaboration.
