This attitude and value are easily experienced in large organizations such as the public sector, that face various bureaucratic problems. This is because the bureaucracy itself establishes a variety of rules and thus sets formal rules for individual employees. This poses a major challenge to management in the public sector. Failure in management will have profound implications for public service delivery. In this paper, the challenges in government management of the public sector are considered from a result of view arising from the 'silo' culture of which an organization is not aware of its existence.
