Therefore, this also apply for Theological Seminary in Indonesia. It also has an obligation to implement a quality culture without exception. Any organization that cannot follow the stream can perish. This research will study on what factors that caused quality culture has not been implemented yet in Theological Seminary. After conducting interviews and observations of Theological Seminary staffs as well as a study of previous research on service culture at Theological Seminary.
