In this work, the fairness provisioning is investigated in a competitive telecommunication field such as the passive optical networks (PONs). Intending to resolve unequal resource allocation in the downstream data delivery, a fair bandwidth assignment scheme is devised and evaluated. The Max-Min fairness concept is applied in order to determine the best effort (BE) bandwidth allocation of each optical network unit (ONU) in the optical line terminal (OLT) side.
