However, some of the projects claimed to be failed regarding requirement issues. For government projects, this failure became a state loss. This research aims to analyze the practical requirements issue or problem in the failed project from an agile perspective, to avoid the same loss in the future. A systematic literature review conducted and matched with official documents, direct observation and correspondence, results in the identification of 25 factors grouped into 7 categories. The findings show that requirement changing, over-scooping, and communication become the main challenges in the case study. Agile best practice solutions were offered for each factor and challenge, along with a comparison view between the provider and government organization.
