Based on the integrated port energy system (IPES), this paper proposes a comprehensive evaluation system with three dimensions of energy efficiency, economy and environment(3E), and establishes a comprehensive evaluation index of an actual port energy system. Based on the analytic hierarchy process(AHP) of fuzzy evaluation, a quantitative comprehensive evaluation is carried out for IPES by combining the two-layer decision index and expert scoring.
