摘要

在碳排放峰值和碳中和的背景下,低碳能源体系已成为绿色港口的一个重要着力点。本文以综合港口能源系统(IPES)为基础,提出了能效、经济、环境(3E)三个维度的综合评价体系,建立了实际港口能源系统的综合评价指标。基于模糊评价的层次分析法(AHP),结合两层决策指标和专家评分对IPES进行定量综合评价。根据评分结果确定IPES的可持续发展,为未来IPES的规划提供依据。
