Regard blockchain as complex system. Analyse the challenge from uncertain environment and the requirements for smart construction and continuous evolution. BHM is an environment-sensitive intelligent system within blockchain, aimed to keep the blockchain system perpetual health by drive it evolve dynamically, continuously and uncertainly. We formalize BHM as to solve dynamic multiple equilibrium optimization problem in uncertain problem domain and output random solution. We create Nondeterministic Perpetual Automata (NPA) to formalize the next-gen blockchain. Organically combine mimic defense, parallel intelligence, Prognostics and Health Management (PHM), together with agent-based evolution to make the technology framework, and apply BHM to smart city cyber-physical-social system.
