Policy-driven treaties cause insufficient coordination, speed, and efficiency in their response to internal and external challenges. In order to create a more democratic, effective, and integrated policy in Europe, a Citizens’ Convention was held between October 2021 and April 2022. The objective of this Convention was to create a European Constitution that might serve as the basis of a European Federation. The Convention agreed on three essential pillars to achieve a robust and stable democratic system in Europe: 1) the transfer of common powers from the European States to the Federation, 2) a strict separation of the legislative, executive, and legal powers, and 3) direct citizens’ participation. {"title":"Analysis of Japan’s Public Diplomacy toward China","authors":"Heng Guan, Yaoxuan Huang","doi":"10.4236/ojps.2023.134025","DOIUrl":"https://doi.org/10.4236/ojps.2023.134025","url":null,"abstract":"In March 2011, a major nuclear accident occurred at the Fukushima nuclear power plant due to the Great East Japan Earthquake. Afterwards, nuclear contamination around Fukushima Prefecture had a significant negative impact on the reputation of Japan in China. As a response to these adverse impacts on reputation, Japanese governments and relevant institutions performed a series of public diplomacy measures to China aimed at improving the images impaired by harmful rumors. This article examined Japan’s public diplomacy measures toward China during this incident, using the pathways of connections as the framework for study and analyzing three representative Japanese governmental bodies that played critical roles in the public diplomacy process, including the Ministry of Foreign Affairs, Ministry of Economic, Trade and Industry and Fukushima Prefecture Government. This article found that the Japanese government mainly pursued its public diplomacy in China by amplifying the appeal of Fukushima, promoting a target-driven “direct influence” to cultivate partners in China, organizing a multi-sectoral public diplomacy model, re-framing the issue of the Fukushima nuclear accident with intentional reticence and using diversified media promotion channels. The co-optation of women into the institutions of the Democratic Republic of the Congo is examined. This study examined obstacles to the values of equity and equality of human rights. It further explored women’s competences, capacities, skills and the need for them to enjoy the same legal advantages as other citizens. Although women’s rights are in principle guaranteed and protected by international, regional, sub-regional, and national legal instruments, it is observed that they are subject to co-optation for their representation and exercise their right to work. To have a balanced world, equality between the sexes is a right, and realizing it benefits not only women, but also the entire human race. Finding the contributing variables to the co-optation of women in state institutions is the study’s main goal.
