It has sought to counter this bias by emphasizing a series of divergent plural policing trajectories between the more market-friendly countries in the Anglosphere and the more state-centric countries in Continental Europe. While acknowledging the significance of this corrective, we argue that it tends to overemphasize the levels of divergence between these two regions. We substantiate this claim by examining the rise of the private security industry and its regulation by the state in the UK (representing the Anglosphere) and Belgium (representing Continental Europe). Interpreting historical and contemporary data through Sabatier and Weible’s advocacy coalition framework, which focuses on the cut and thrust of democratic politics, we observe how in both countries this important dimension of the plural policing landscape is characterized not by counterposed market-friendly and state-centric trajectories, but rather by a complex mix of state–market interactions. In other words, the dynamics of private security regulation are more state-centric in the UK and more market-friendly in Belgium than recent Continental European scholarship suggests. Moreover, we illustrate how, under conditions of post-financial crisis austerity, the overarching pattern is, if anything, one of convergence towards a common set of political dynamics. Steketee","doi":"10.1177/14773708211013300","DOIUrl":"https://doi.org/10.1177/14773708211013300","url":null,"abstract":"The current study investigates the association between physical child maltreatment and juvenile delinquent behavior in the context of the Situational Action Theory (SAT) (Wikström, 2006, 2017, 2020). Self-control, morality and exposure to criminogenic settings are proposed as possible mechanisms explaining the association between physical child maltreatment and adolescent offending. The hypotheses are tested in a subsample of the third wave of the International Self-Report Delinquency Study (ISRD3), a large international non-clinical study on delinquency and victimization among adolescents. The final sample consists of N = 24,956 adolescents aged 12–16 years from nine West European countries. While controlling for dependence due to nested data and several covariates, the models are tested for overall offending and separately for violent and property offending. Results confirm that physical child maltreatment is associated with the main concepts of SAT (lower self-control; lower morality; and more exposure to criminogenic environments), which in turn are associated with juvenile delinquency. The models show partial mediation for overall offending, property offending and violent offending. The findings provide support for the theoretical prowess of SAT and its main concepts: self-control, morality and exposure to criminogenic settings as mediators in the well-established physical child maltreatment/delinquency link. These findings are consistent with the ‘cycle of violence’ perspective and contribute to the theoretical clarification of the mechanisms involved in the child maltreatment/delinquency link. The findings fail to confirm a ‘crime-specific propensity’. Geographical Information Systems (GIS) and logistic regression models underlie the methodology of the study. Previous victimization, especially for sexual crimes, triggers precautionary behaviour among young people using trains and the metro. Signs of poorly maintained transit environments also affect young riders’ mobility patterns, as they state that they avoid particular stations or routes at particular times. And yet, despite the vast and burgeoning literature on restorative justice, limited research and critical analysis have been conducted on policies, and even less on international policies and instruments. As a result, we know little about how restorative justice is framed within policy and how such framings could contribute towards the development of this field in practice. Addressing this gap, this article seeks to understand the ways in which restorative justice is construed within international policies and their conditions of possibility, using a ‘policy-as-discourse’ analytical approach. A prime example is the continuing civil war in Syria, during which Turkey has become the host country for more Syrian refugees than any other country in the region. Research on fear of crime has focused mainly on fear of crime in general rather than on fear of crime being committed by specific groups of individuals with a shared identity. The current study used survey data to investigate the extent to which the general crime fear among Turkish citizens differs from their fear that Syrian refugees in the country may commit a crime. Consistent with theoretical assumptions of subgroup threats, the overall results of the study show that Turkish citizens’ relational discomfort with Syrians, their perception that Syrian refugees pose a security threat, and their encounters with Syrian refugees in their neighborhoods are significantly associated with the manifestation of fear of general and group-specific crime. {"title":"Prison employment and its conflict with therapeutic and counselling programmes: The experiences of Czech prison personnel","authors":"J. Drawing on 55 semi-structured interviews with specialized prison personnel from 10 Czech prisons, I argue that prison employment is disproportionately prioritized over the programmes, which undermines and, in some cases, makes it impossible for the personnel to work with inmates on rehabilitation. Since the Czech Prison Service itself declares that most inmates have serious problems involving psychological traumas, drug abuse, and housing insecurity, it would be beneficial to prioritize rehabilitation programmes and then try to employ inmates. Through topic modelling, we investigate the content of 11,724 presentations held at the annual conferences of the European Society of Criminology, the largest and most influential professional association in Europe for those who are actively engaged in research, teaching, and/or practice in criminology, from 2001 to 2019. We extract 50 topics and identify the top contributing institutions and countries based on first author institutional affiliation. In addition, we determine the most and least influential topics in European criminology. We further explore how the prominence of topics has evolved over time and identify five topics that are increasingly being addressed and three topics that have gradually declined in interest – hot and cold topics, respectively. Specifically, we employed adherence to street code and risky lifestyle measures to understand the relationship between these factors and the odds of youth violent victimization and the incidence rate ratio of delinquent offending, controlling for social ties such as family and peer-related measures and demographics, in a sample of 2627 students from 18 schools in Bagcilar county of Istanbul, Turkey. Moreover, we also explored the mediation and moderation effects among adherence to street culture and lifestyle measures. We found that risky lifestyle corresponds with higher odds of victimization and a higher incidence rate ratio of offending. Moreover, we found that adherence to street code has direct and indirect effects on offending, but it has only an indirect effect on victimization. In other words, lifestyle measures fully mediated the effect of street culture on victimization. Finally, we also found moderation effects of adherence to street culture on the relationship between lifestyle, victimization, and delinquent offending. Political violence has been primarily handled with both normal and exceptional means of criminal justice, yet debates on amnesty and reconciliation have been recurrent over the years. This article traces the history of the debates on amnesty and pardon for politically motivated offences to show how they have been shaped by changing national and international contexts. On the one hand, the ‘failed amnesty’ reflects the long-lasting repressive approach adopted by the Italian state to address the question of the political violence in the 1970s and the reluctance to acknowledge its collective and political character. On the other hand, this article argues that, beyond the apparent continuity of a punitive approach, the gradual disappearance of amnesty from political debates in the 1990s–2000s is symptomatic of a more paradigmatic shift resulting from the combination of different factors and trends, such as the transformation of the Italian political landscape in the early 1990s, the emergence and affirmation of a new punitive discourse, as well as the increasing delegitimation of amnesties in transitional settings. High school and university students produced narratives that reflected their ideologies about organized crime, which were duly compared with the ideologies endorsed by Mafia members in televised interviews. This comparison has yielded several similarities, namely the presence of amoralism, familism, verticalism and religious relativism, but, at the same time, substantial differences in the form of anti-reductionism, anti-normalism and anti-victimism (vis-à-vis reductionism, normalism and victimism).
