The method used in this research is an empirical juridical method with a qualitative approach. This research was conducted in Aceh and data collection was carried out by means of field research supported by library research. The results show that marriage registration has been regulated in the Marriage Law and in the Islamic Compilation Law as well as a set of implementing regulations in the field of marriage registration. The factors that cause unregistered marriage in Aceh among others are economic factors, illegal pregnancy, lack of understanding and awareness about marriage law, prolonged affairs, not having a guardian, avoiding administrative procedures, and avoiding adultery. The Acehnese Ulama say that generally, they accept marriage registration because it has benefits for the family such as registration of children's birth certificates, and family cards as administrative requirements in other legal acts. It is the ultimate rule of law, global constitutionalism value, and the benchmark for constitutional judges to review conflicts between individual rights and state interests. Hence, an analysis model for measuring conflicts of competence between the European Union and Germany. It is four stage assessment analysis: legitimate aims, suitable, necessary, and balancing (strict sense). The result of the research saw that it is used as a constitutional reasoning model in landmark decision cases in 2020-2022, namely: the European Central Bank asset case, the climate change case, the Election of a Vice-President of the Bundestag case, and the Bavarian Constitution Protection Act case. Based on these case reviews, it is well applied, systemised, structured, and comprehensive in each case. As a permanent worker, outsourcer, day laborer, or no employment relationship. This study aims to analyze the status of the legal relationship between stevedoring workers and the legal consequences, along with legal remedies that can be taken by stevedoring workers, if they have not received maximum rights. This legal research uses a statutory and case approach. The results of the study after analysis of the substance and procedure are the status of legal relations of stevedoring labor, more precisely as daily workers, and as members of cooperatives. The legal consequence of the employment relationship status of stevedoring workers with cooperatives is the right to share the remaining operating results, at the end of the year. The legal consequence of the loading and unloading labor service work is wages based on daily time units. There is no right to severance pay, service award money, and reimbursement money, because it is not stipulated in the Cooperative Annual Member Meeting. Legal remedies that can be taken by stevedoring workers if they do not get their rights can file a default lawsuit in the local District Court. The recommendation given is that cooperatives can establish additional rights for bonfire loading workers, such as rights that should obtain permanent employment, through the annual meeting of cooperative members.

The legislative election system is an important tool for maintaining democratic principles and fair representation in a country. The constitutionality of the closed proportional system has been the subject of ongoing debate. This study uses a qualitative approach with normative juridical methods to analyze the constitutionality of general legislative elections that use a closed proportional system. This approach involved collecting data from legal documents, literature studies, and court decisions that were relevant to this topic. The results of the study showed that the application of a closed proportional system in legislative general elections has several constitutional implications, such as the limitation of political access for individuals outside of political parties, which can be considered as a violation of the individual's constitutional right to participate in the political process. This research also showed that a closed proportional system can provide greater political stability and strengthen the role of political parties in the political system. This study also analyzed the implications of implementing an open proportional system in legislative general elections.
 Abstrak: Penelitian ini bertujuan untuk mengkaji konstitusionalitas pemilihan umum legislatif dengan tinjauan terhadap sistem proporsional tertutup dalam UUD 1945. Sistem pemilihan umum legislatif adalah aspek penting dalam menjaga prinsip demokrasi dan keterwakilan yang adil dalam sebuah negara. Sistem proporsional tertutup telah menjadi subjek perdebatan yang berkelanjutan mengenai konstitusionalitasnya dalam konteks UUD 1945. Penelitian ini menggunakan pendekatan kualitatif dengan metode yuridis normatif untuk menganalisis konstitusionalitas pemilihan umum legislatif dengan menggunakan sistem proporsional tertutup. Pendekatan ini melibatkan pengumpulan data dari dokumen hukum, studi literatur, dan putusan pengadilan yang relevan dengan topik ini. Hasil penelitian menunjukkan bahwa penerapan sistem proporsional tertutup dalam pemilihan umum legislatif memiliki beberapa implikasi konstitusional. Pertama, sistem ini dapat membatasi akses politik bagi individu di luar partai politik, yang dapat dianggap sebagai pelanggaran terhadap hak konstitusional individu untuk berpartisipasi dalam proses politik. Penelitian ini juga menganalisis implikasi penerapan sistem proporsional terbuka dalam pemilihan umum legislatif. Penelitian ini juga menunjukkan bahwa sistem proporsional tertutup dapat memberikan stabilitas politik yang lebih besar dan memperkuat peran partai politik dalam sistem politik.
