The accumulation of technological changes associated with the spread and use of information technologies and the evolution of economic systems caused by them led to the emergence of a new quality of the economic system, which was called the \"digital economy\". One of the sectors where digitization is taking place most intensively and most successfully is the financial market, and especially the market of financial services. It was determined that the basic institutional concepts of the formation and functioning of electronic payment services in the digital economy are technological support and digital infrastructure, which are interconnected and operate on the basis of an intellectual component (algorithms and software) and an organizational component (protocols and standards). Digital business involves the use of information and communication technologies and information systems (artificial intelligence, etc.), which provide for its formation and functioning in terms of three aspects: organizational, information and structure-forming. Considering the rapid development of technological progress, the governments of various countries consider the formation and functioning of electronic payment services in the digital economy as a new stage of innovative development of the financial services market, which is accompanied by positive and negative effects. The authors derived a report based on the information received that commercialization is the engine of the economic system and the process of transforming innovative developments or products of innovative activity into monetary resources beneficial for the developer, investors, and any stakeholders. The research analyzed and formed the scheme of interaction between the firm, primary, and secondary stakeholders. The authors proposed developing a commercialization plan with stakeholder engagement. The key challenges to the stakeholder analysis are given, on the basis of which the analysis of strengths and weaknesses of innovative development of Ukraine is realized. Increasing stakeholder involvement is presented as a result. The Ukrainian e-commerce market is growing at a rate of more than 30%, ranking secoOnd in terms of pace in Europe. At the same time, similar rates can be maintained for a long time, since the share of online sales in retail trade in Ukraine in general is 3.2%, while on average in Europe it is 8.8%, and in Britain it is 17.8%. A significant number of studies of the features of e-commerce on the domestic market were conducted, while the strategic directions of the development of e-commerce in Ukraine in the context of European integration processes do not have proper scientific justification, which determines the relevance of the chosen research topic. У статті проаналізовано диинаміку обсягу ринку електронної комерції в Україні за останні роки. The algorithm for the formation of the Strategy for the development of e-commerce in Ukraine was considered. The following features of the development of the e-commerce development strategy of Ukraine are highlighted, which distinguish it from other development strategies: the e-commerce development strategy must be consistent with the current strategy of the country's economic development, individual strategies of its innovative development, as evidenced by the experience of developed countries; e-commerce development strategy should take into account the current state of the formation of the digital economy in society, the peculiarities of the mental space of perception of innovations by the population; the e-commerce development strategy should be built taking into account world experience both in terms of creating similar strategies and in terms of the specifics of the real consequences of the development of digital technologies in developed countries; the strategy for the development of electronic commerce should have in its structure a national vector of support for specific directions in the field of information and communication technologies, in which Ukraine gradually plans to take leading positionsin the world.It was determined that the harmonization of e-commerce proceduresinUkraine with EU legislation is particularly relevant. Such harmonization is an important aspect of Ukraine's accession to the European Union. In the course of the research, it was established that the most effective and systematic tool of state influence on the development of e-commerce, in addition to legislative regulation, is the formation and implementation of the Strategy for the development of e-commerce. Regulations on the enterprise operating budgets formation of the marketing research and strategic market analysis basis developed.The sequence of cash flow budget preparation determined through the coordination in time of the of financial resources movement dynamics for the period, as well as through the comprehensive assessment implementation of the funds management system rationality. The justification of the main goals and objectives of the budgeting system within the framework of the enterprise financial potential formation given. The components of budget financial planning systems (budgetary planning subsystem of the enterprise's divisions; subsystem of consolidated or basic budget planning of the enterprise's activity) identified,within the framework of their functional interaction the processes of budget formation, budget structures, responsibility for formation and implementation determined; processes of coordination, approval and control of budget implementation. Proposals to create an end-to-end budgets system, consisting of functional (operational) budgets (wages, material costs and consumption of other resources, depreciation, other costs, repayment of loans, taxes), which will cover the entire base of enterprise financial calculations developed. It was defined that active fighting has put a lot of changing; first of all we are talking about a stalling in Ukraine of different sectors of the economy or its even stop business activity completely. Ukrainian economy is in a crisis state and now the same trend continues. Moreover, the set of negative factors, which have appeared since the beginning of the war, include decline in employment and capacity to pay of citizens, lack of effectiveness and tested by the experience of realization mechanism of fiscal, monetary, currency politics in the context of war lack of opportunities in forecasting of social and economic indicators and, in addition, total increase of risks around business environment and citizens etc. Accordingly, in the context when we have constantly decline of industrial and economic activities and decrease of business activity, the Government have only one priority vector of activity – it is research the way for economic stabilization and postwar recovery. So, these aspects and difficulty of the events in Ukraine acknowledge the relevance of problematic. The article is devoted to the analysis prospects post-war recovery of Ukrainian economy, which were studied based on its actual state and function trends of domestic economic under fullscale war. Comparison, methods of abstraction, analysis and generalization are the research methods which were used in the article. In this science paper the influence of war on social and economic process in Ukraine, general state of domestic Ukrainian economy was indicated; as well as, еthe essence of post-war recovery was determined. Moreover, authors were confirmed that post-war recovery is a difficult, multi-vectors process, which have a specific aim – relaunching the economy, in particular the sectors that had practically ceased to be active as a result of full-scale war. A number of possible problems and obstacles that arise when implementing the concept of \"Lean Production\" (thrifty production) into the management system of transport enterprises are outlined. The factors of successful implementation of the concept of \"Lean Production\" (thrifty production) in the system of strategic management of transport enterprises, through which the enterprise will be able to counteract possible barriers, are summarized in the section of groups. It is emphasized that the concept of \"Lean Production\" is implemented through systems of lean production or their components, in particular, technologies of analysis, improvement and involvement, which allows to optimize costs and resources in the system of strategic management of transport enterprises, as well as to create maximum value for the client. The transition from a traditional production system to a lean production is not an easy task. Change requires attention focused on impacting both process and people. Despite the widespread coverage of the benefits obtained from the implementation of the concept of \"Lean Production\" (thrifty production), there are a number of reasons for the failure of the application of this approach to the strategic management of transport enterprises. Lack of understanding of the concept and purpose of lean production is the main obstacle on the way to the implementation of the concept of \"Lean Production\". Misunderstanding the concept leads to various major problems, such as fragmentary or partial implementation of lean production tools and methods or their complete incorrect application. In order to successfully implement the concept of \"Lean Production\" in the strategic management system of transport enterprises, management must take innovations seriously, set goals for continuous improvement, and be interested in the experience of similar domestic and foreign enterprises.
