To help capture these changing dynamics, we examined publications that the International Labour Organization published during this period. This article aims to determine what kind of discussions are made within the framework of these publications in the context of COVID-19 by period and region. Thus, we researched the most intense discussion themes and tried to discover the global agendas of the labor markets. Within the scope of this article, we downloaded, classified, and examined a total of 1,062 publications (reports, webinars, and bulletins) published between January 2020 and April 2021. {"title":"Removing workers’ compensation costs from the National Compensation Survey","authors":"M. Gittleman, Michael Lettau, Gregory Phipps","doi":"10.21916/mlr.2023.17","DOIUrl":"https://doi.org/10.21916/mlr.2023.17","url":null,"abstract":"This article focuses on workers’ compensation (WC), one of 18 employer-provided benefits for which information is collected by the U.S. Bureau of Labor Statistics (BLS) under the National Compensation Survey (NCS) program. The response rate for this legally required benefit is quite low both in absolute terms and relative to that for the other NCS benefits. The NCS is hindered in its ability to raise the response rate for workers’ compensation, given that such an effort could potentially lead to lower response rates for other benefits, which make up a larger share of total compensation. Other proposals to improve the quality of the collected data or to find alternative sources of data have limitations as well. As a result, BLS has decided that the best path forward is to work with the Office of Management and Budget to remove WC data from the NCS. Although these statistics are a useful proxy for internal shifts in economic activity, they leave unanswered questions on business migrations: What types of businesses move? Where are they going? And where did they come from? This article is an initial attempt to fill these data gaps by using data from the Bureau of Labor Statistics longitudinal Quarterly Census of Employment and Wages program. We measure the magnitude of business migration across regions and highlight the characteristics of those businesses. Cyronek, Theodore To To","doi":"10.21916/mlr.2023.9","DOIUrl":"https://doi.org/10.21916/mlr.2023.9","url":null,"abstract":"For nearly 50 years, the Employment Cost Index (ECI) has been providing the public with estimates of the change in employer labor costs. We explore the practicality of constructing federal wage indexes, in the spirit of the ECI, using Office of Personnel Management (OPM) salary data. To accomplish this task, we aggregate OPM records into occupation and industry groups. Although these salary data have a crosswalk for mapping OPM occupation codes into the Standard Occupational Classification system, no corresponding crosswalk exists for industries. A key hurdle, therefore, involves creating a crosswalk that assigns industry codes to OPM establishments. We create this crosswalk by developing an algorithm that uses Quarterly Census of Employment and Wages data and machine-learning tools to match agencies with a unique industry. With this agency-North American Industry Classification System crosswalk, we calculate annual Laspeyres, Paasche, and Fisher wage indexes for several aggregations.
