If next vehicle located in the transmission range, the vehicle forwards packets; otherwise carries packets until meeting. The carry is almost occurring in sparse traffic road segment, and long carry distance has long end-to-end packet delay. Likewise the dense condition also could have long delay, what with queuing delay. Therefore, the proposed intersection-based routing protocol can find a minimum delay routing path in various vehicle densities. Moreover, vehicles reroute each packet according to real-time road conditions in each intersection, and the packet routing at intersection is depending on the move direction of next vehicle.
