Social justice was a broad theme which was followed by environmental justice and climate justice. Energy justice is a relatively new phenomenon that advocates for the equitable sharing of both the benefits and burdens of energy sources and services. Nigeria, the largest producer of oil and gas on the African continent, has for decades been beset by issues of corruption, mismanagement of resources and wealth, a lack of accountability and a lopsided discriminatory distribution of the benefits, proceeds and profits from the Nigerian oil industry. The people of the Niger Delta region of Nigeria, which is the area responsible for Nigeria’s oil, feel impoverished by the exploitation of their land and left out of the profits, end products and projects which result from resources on their land. The regulation of the Nigerian energy industry is one facet of the industry that has come against heavy complaints and criticisms. The management of the country’s natural resources and the sources, generation, provision and distribution of energy (both domestic and industrial) within its geographical territory is an area that requires substantial work and overhaul. {"title":"Climate change and energy transition impact on employment transition in the Ghanaian energy sector","authors":"Francisca Kusi-Appiah, Afia Serwaa Essandoh","doi":"10.1093/jwelb/jwac047","DOIUrl":"https://doi.org/10.1093/jwelb/jwac047","url":null,"abstract":"Abstract The measures put in place by energy policymakers and regulators to reduce CO2 emissions encourage the switch from fossil fuels to the use of low-carbon fuels, particularly renewables. The research starts with a detailed content analysis of the climate change policies of Ghana within the electricity sector as well as a doctrinal analysis of the laws passed to implement climate change policies. The article then examines the energy transition measures implemented in Ghana over the years even though Ghana has just launched its National Energy Transition (NET) Framework. The article confirms that Ghana has implemented a variety of measures to promote energy transition although Ghana did not have a comprehensive energy transition policy. The research shows that fossil fuels dominate the electricity market but the patronage of renewables is vigorously promoted. In the wake of the transition from fossil fuel to low-carbon, the subsistence of the employment of workers in the energy sector comes under immense pressure with some employees becoming redundant. Employing empirical research methods, this article examines the employment transition during the energy transition, particularly in the electricity sector of Ghana. This article corroborates the fact that the introduction of renewables has created new jobs in the electricity sector but there is no clear link between the gradual energy transition from 2011 to 2021 on employment losses. In addition, the research shows that more women were employed in the electricity sector within the period installed renewable energy capacity increased although there is no direct link between the two. This reality also does not imply that there is substantive institutional barrier to establishing effective carbon markets in developing countries. In this article, we will take China as an example and examine its evolution of the domestic legal and regulatory systems of carbon markets to consider the essential roles of private law system of carbon markets in developing countries. Some states have been seeking to block the access of Chinese companies to their market and, for existing investments, to international arbitration, by portraying them as instruments of the government. It is important for China’s participation in the international economic system that its energy companies are not automatically excluded because of suspicion of China’s motives, but are subject to a nuanced assessment in which national and international economic law has a role to play. To distinguish strategic from commercial projects, this article analyses the Chinese regulation of outbound energy investments based on international principles of economic governance. This article presents a MA of the energy policy analysis literature of over four decades of research to enable structured understanding of the field. A three-stage research method has been adopted to identify and review journal articles and research publications. The MA affirms that energy policy analysis research literature points to energy–economy–sustainability–policy interactions. These interactions are studied from the issues and concerns perspective. The MA framework (MAF) representation of energy policy issues and concerns comprises 4 dimensions, 11 sub-dimensions and 50 variants. This MAF representation of the energy policy analysis literature can be useful for researchers to systematically study the domain and identify significant research opportunities, emerging themes and priorities in energy policy analysis research. The article also suggests immediate and promising research opportunities in the domain using the MAF.
