One of the fundamental principles of public participation in planning and design is to empower those whom the decisions may affect. It is through such participation mechanisms that the costs and benefits of development are proportionately taken care of. Acknowledging the virtues of public participation in planning and design is perhaps less of a challenge than putting in place the enabling environment and appropriate protocols for tapping the potential of diverse communities. How do we account for language barriers, different requirements, and interests and priorities to ensure that the voices of multiple stakeholders are incorporated into the decision-making processes? Such are neither new nor easy questions as decision-makers across the world have for a long time been grappling with the issues of inadequate participation. Traditional techniques have remained the key participation approaches despite their limitations. This appears like an irony, especially in the face of robust communication tools offered by Information and Communications Technology (ICT). Against the foregoing background, the paper explores the potential of multimedia techniques in encouraging public participation in planning and design decision-making processes. The common barriers and incentives to participation are identified. Musa","doi":"10.18848/1832-2077/CGP/V06I02/54759","DOIUrl":"https://doi.org/10.18848/1832-2077/CGP/V06I02/54759","url":null,"abstract":"The paper supplements data obtained in the course of a collaborative, EPSRC-funded research project (‘Environmental Assessment of Domestic Laundering’ led by the Mackintosh School of Architecture with Glasgow Caledonian University and the University of Strathclyde). The aim of the paper is to compare energy and related impacts from individual domestic washing and drying appliances with those for communal laundry facilities. Having set the historical context, including a rather unsatisfactory status quo with respect to standards and regulation, the methodology and data-acquisition for analysis is outlined. This involved face-to-face questionnaires and spot measurements with 100 representative households in Glasgow’s public sector (range of low-, medium- and high-rise) and longer-term measurements and diaries associated with 20 of these. Further questionnaire data from 36 housing providers with regard to communal facilities augmented extrapolations from short-term metrics in a specific shared laundry facility at the base of a 1960s tower block. Although further detailed work is suggested, the findings indicate distinct advantages for communal facilities of this nature, in particular with respect to the drying process. In this regard, not only are the energy loads much higher than those for washing, but also the negative consequences of various methods used in the home are potentially serious in terms of health and wellbeing. {"title":"The sustainability of organic agriculture in developing countries: lessons from China","authors":"R. In China, organic agriculture - almost completely abandoned as a result of Maoist grain monoculture and Green Revolution technologies by the 1970’s - is making a comeback, with the Organic Food Development Centre, China’s principal organic certifier, winning full accreditation from the International Federation of Organic Agricultural Movements in 2003 and organic food being produced in China in increasing amounts, albeit from a low base, for sale in both domestic and overseas markets. \u0000But organic conversion for China’s overwhelmingly poor farmers, as for poor farmers everywhere, is extremely problematic. Not only are there risks of lower yields in the first few years, ignorance of organic techniques, problems of obtaining sufficient organic fertiliser, back-breaking weeding, problems of handling the bureaucratic requirements as well as the monetary costs of certification and finding markets, but owing to the very small size of Chinese farms, farmers need to undertake organic conversion cooperatively. Promoting the necessary conditions for organic agriculture is therefore not easy, particularly in poor, out-of-the-way rural areas. However, the decision by China’s largest and most important state liquor company - Maotai - to source its ingredients, primarily sorghum and wheat, from organic sources has led to the largest concentration of organic farmers in China - in rural Guizhou, one of poorest parts of China - providing farmers with the necessary security to undertake organic conversion with enthusiasm. Robert Putnam’s (2000) exposition of the crucial correspondence between the decline of social capital on one hand and the economic lives of American people on the other received wide acclaim at home and abroad. Contemporary literature on development studies is equally replete with references to the World Bank’s subscription to the value of social capital as an important factor in fostering sustainable development. The relationship between social capital and environmental action has equally been acknowledged. There is also an increasing realisation that the design and form of cities, neighbourhoods and individual buildings have significant implications on social capital as they can affect the way people interact and bond with each other and the sense of community among individuals (Dannenberg et al, 2003; Lindstrom et al, 2003). The fundamental premise is that some urban designs encourage social ties and informal contact among residents while others violate the evolutionary pattern of civicness within the urban setting. With all these acclaimed contributions of the design of the urban environment, it is imperative that its role in encouraging social and fostering sustainable development is given greater articulation and understanding. Currently, much of the work focuses on what individuals and groups can do, rather than what the physical environment should be, in order to encourage social ties and civicness. Thus, the aim of this paper is to identify and examine the key physical determinants of social capital within an urban development context. The methods used include critical analysis of scholarly work supplemented by results of a survey carried out by the authors in the United Kingdom. One of the aims of the project is to plan and develop designs for a range of autonomous eco-buildings through research into autonomous eco-building systems and techniques in order to identify best practice and the most appropriate systems for low-carbon buildings. The design of the Community Hall offering accommodations for a multi functional hall, restaurant, and offices, has been developed through partnership with mainstream design and construction companies in the region. Following a successful planning application and external fund raising exercise, the construction of the building will start shortly. The structure will be constructed using locally sourced materials and is designed to be ‘renewable’ whilst exceeding all the requirements of the current Building Regulations. This project has highlighted the challenges of the practical implementation of sustainable architecture. It examines the potential of non traditional construction techniques and materials. The building incorporates rain water collection, waste treatment, composting toilets, vegetable oil micro CHP, photovoltaics and wind turbines.
