The panel is focused on facilitating a dialogue between the editors of several key digital government journals and researchers in attendance at the panel. The discussions will focus on the editorial processes employed by the journals and the crucial role that reviewers play in advancing high quality research. This research paper proposes a new conceptual framework that incorporates demographics into the most common smart city concepts (e.g. Giffinger's) as a driver for populations' change in cities. The main research question is the following: how does cities getting older or younger affect healthcare costs and policies. The ideas about the benefits and risks of applying big data technologies on public policy analysis are summarized. Big data can provide accurate, proactive, and participatory policy analysis but at the same time it raises risks in data privacy, data misuse and bias, and inequality. We then examine the detailed implementation of big data in each public policy stage. The experiments or practical applications from the relevant literature demonstrate how exactly big data is used to improve policy analysis. As information and communication technologies have been gradually adopted in CP processes, CP evolved to become e-participation. Among technologies that are relevant to citizen participation, [2] note that visualization tools are the key to effective participatory processes. In this paper we offer a better understanding of how geovisualization could enhance citizen participation, thanks to its potential to offer several benefits for a CP process in its different steps. The major contributions of this research are: (1) we outline the main steps of citizens in participatory processes based on a literature review; (2) we demonstrate how geovisualization has the potential to represent citizens' living context through spatial, temporal and semantic dimensions. Thus, we offer a better understanding of geovisualization benefits for citizens in each step of the participatory processes. This paper seeks to fill the gap in terms of knowledge regarding international Non-Governmental Organisations working on the access to and use of governmental information and data, as key players in policy diffusion processes. By analysing the crucial impact of ICT in these organisations, the different influence in each of the fields and within them can be clearly understood. While the analysis of some of the common features allows for the a first level of distinctions between both field, the research on the passage of bureaucratic organisations to post-bureaucratic organisations, borrowed from managerial studies, provides the elements to understand the differences between organisation working in the same field. This paper examines how municipal police agencies and public users interact on social media by examining their mentioning behaviors on Twitter. We manually annotated 7,142 tweets sent by 14 municipal police agencies within 6 months in 2015, and classified 15,785 tweets where public users mentioned the agencies. Through the lens of Stakeholder Theory, we also classified 10,956 Twitter users, who either mentioned the agencies or were mentioned by the agencies, into different stakeholder groups. Using both qualitative and quantitative methods, we identified patterns of how they mentioned each other. For example, agencies mentioned more popular and local stakeholders, while less popular and non-local stakeholders sent more negative tweets. Those rules are both, rigid and flexible, in a way that can influence and be influenced by other factors as the enacted technology and for the organization itself. Although there is general agreement on the influence of institutional arrangements in project success, we know less about the specific mechanisms through which they operate.
