He became one of those who, after the successful graduation from the Kharkiv Practical Technological Institute, stayed in this educational establishment as a teacher. In addition, his further activities contributed to the establishment of higher technical education in Ukraine.\u0000\u0000It should be noted that for a long time the name of this scientist was out of the attention of historians of science and technology. Therefore, taking into account the scientific work by V. Gerburt-Geibovych, as well as the using of archival materials, it is worthwhile the outlining of the results of the scientific activity of this scientist.\u0000\u0000Information about the future scientist's family is provided. In particular, it is stated that he was from a noble family. The talented graduate of KhPTI was invited to work at this educational institution. It is shown what subjects the scientist taught. Heredity in teaching the course of flour-mill production from the teacher – Professor K. Zworykin to the student – V. Gerburt-Geibovych was traced. The information about the probation of a scientist at the enterprises of Russian Empire is considered.\u0000\u0000V. Gerburt-Geibovych᾽s formation as a scientist is shown. For example in 1902 the scientist withProfessor G. O. Latyshev, on behalf of the Kharkiv Agricultural Society, became one of the organizersof ploughs testing at Yankivsky Estate of the merchant P.I. Kharitonenko. In order to maintain an appropriate level of knowledge and exchange of information in 1909, the scientist visited the IX congress of flour mills and the 1st All-Russian flour-grinding exhibition held in St. Petersburg in the so-called «salt city». In 1911, the scientist was in a scientific trip in Germany, Switzerland, Belgium and Holland, where he inspected the several mills, elevators and factories that produced machines for mills.\u0000\u0000The activity of the scientist in the development of a new course of lectures – wood technology is analyzed. His research not only in the field of mechanics but also in botany is shown.\u0000\u0000The expert work of the scientist, including in the equipping of the salt-making plant and in the designing of mills, is shown. The activity of the scientist at the posts of the deputy chairman of the Student technical society and the chairman of the Committee for the needy students of KhTI are considered. Every month Academic Committee received a request from the students for material assistance. Funds for such payments were provided by citizens from all over the Russian Empire who arranged special evenings, performances for the students of the KhTI, some of them left the wills, where the estates departing in favor of students. The scientist had to consider applications, manage the distribution of funds and made reports. {"title":"HISTORICAL AND CULTURAL IMPORTANCE OF GRAVESTONES OF THE JEWISH CEMETERY OF GLUKHOV TOWN","authors":"V. Nazarova","doi":"10.17721/2522-4611.2019.40.17","DOIUrl":"https://doi.org/10.17721/2522-4611.2019.40.17","url":null,"abstract":"In 2018 the author of this article carried out field works at the Jewish cemetery of Glukhov town which consisted of searching of the remained gravestones, including basis fragments and also the whole monuments or their parts which went deeply to the ground and grassed. Cleaning and photofixing of all found objects were made. On the basis of these field works, the author of the article revealed 1040 objects that are in varying degrees of preservation. From them 438 objects are completely preserved gravestoness, which are among the historical burials and date from the beginning of the XIX century - 1930 year. Based on a number of works on the history of Glukhov town and the local Jewish community, as well as Jewish necropolis, ethnography, linguistics and epigraphy, the author of the article conducted (based on general scientific methods and a special method - identification) a comprehensive study of the Jewish cemetery of Glukhov and its gravestones as objects of cultural heritage. The purpose of this publication is to present the results of this research.\u0000\u0000Absolutely all these monuments of Glukhow Jewish cemetery can serve as a source of genealogical information and are of interest to genealogical researchers and descendants searching for the graves of their ancestors, and also, due to their concentration, can serve as invaluable material for various studies in the field of necropolis, socio-demographic and sanitary - municipal history.\u0000\u0000At the same time, the epitaphs of the surviving ancient Jewish gravstones are the specific literary phenomenon, occupying an intermediate position between traditional rabbinic and folk literature and culture. During this research, 2 monuments which epitaphs have literary value were revealed. These are the gravestones of the Jewish writer, publicist and the teacher Lazar Davidovich Tsveyfel and the merchant of the 2nd guild, the public official of Glukhov City Council, the juror of Glukhov district Zalman Ariev Esmansky. In addition, the gravestone inscriptions of these monuments have value in terms of the totality of the personalities of the deceased and the epitaphs on their gravestones.\u0000\u0000The carved decor of the gravestones of Glukhov Jewish cemetery is an example of original folk decorative and applied art, it has a peculiar style, figurative language and has artistic value. {"title":"MILITARY ART OF THE KISH ATAMAN OF ZAPOROZ’KA SICH PETRO KALNYSHEVSKY IN HISTOROGRAPHY OF THE END OF THE ХVІІІ – THE BEGINNING OF THE 20TH CENTURIES","authors":"Halyna Кotsur","doi":"10.17721/2522-4611.2019.39.11","DOIUrl":"https://doi.org/10.17721/2522-4611.2019.39.11","url":null,"abstract":"Petro Kalnyshevsky (1691-1803) entered the history of Ukraine as the last kish ataman of the Zaporoz’ka Sich, a talented military leader, a diplomat, an economist and a philanthropist.\u0000\u0000Personality of P. Kalnyshevsky causes heated debate until this time, despite a significant number of works (over 1650) devoted to the study of the important milestones of his life and activities. Among the masses of various topics associated with P. Kalnyshevsky, which arise periodically, is the military activity and martial art of the Zaporozhian leader, through the prism of the history of Nova Sich and the Russian-Turkish wars of the eighteenth century.\u0000\u0000The analysis of the status of the study of the figure of the Cossack ataman of the Zaporoz’n Sich P. Kalnyshevsky at the end of the XVIII – early XX centuries has shown unequal interest in this problem and ambiguous attitude towards it. We must pay tribute to the fact that it was the historical researches of the specified period that formed the basis for further objective research on the history of New Sich and the direct activities of P. Kalnyshevsky. The military activities of P. Kalnyshevsky began to be highlighted in the writings of the first historians of the Cossacks and continue to cause a research interest until nowadays. Nevertheless, there are no special studies on the identified issues in Ukrainian historiography. This issue was considered and continues to attract the attention of historians only in the context of studying the history of the Cossacks in general, or the life and activities of P. Kalnyshevsky.\u0000\u0000The historiographical analysis of the works related to the military activity of the Cossack ataman P. Kalnyshevsky made it possible to identify certain features and stages of the study of this problem. This issue didn’t attract the attention of scientists for a long time, and the available information concerned mainly the military service of the Zaporozhians during the Russo-Turkish wars. Thus, at the time of the XVIII century, we encounter small references that cover the military service of the Sich Cossacks. They are devoid of objectivity and permeated with a negative attitude towards the Cossacks, which shows the undeniable influence of imperial ideology on scientific research. There are observed some changes in the problem that we find out in the works of the second half of the nineteenth and early twentieth centuries. Historians of this era sought to deeper and more objective clarification of the issue. They used archival materials in their studies. Just from this moment the students begin to consider themselves as a full-fledged family, and their relationship reach a new level. In turn, the child needs for a proper comprehensive education, so young parents shall quickly adapt to their new role.\u0000\u0000After the spouses’ baby birth, the focus embracing education object already switches from them as persons onto their first-born child. As a rule, even before their baby birth, the expectant mother and father begin to prepare themselves to that newcomer in the family: they ask for advice from relatives and friends, get consultations with specialists, read the special sources on child care and upbringing. However, the child’s birth especially when it comes to a young students’ family, often entails numerous problems and becomes a strong stress factor for parents. However, this stress factor is completely offset by such positive moments as the parents’ health improvement during their child upbringing. Another positive factor refers to not very significant difference in age between parents and their children, that in turn allows render much easier their communication and mutual understanding.\u0000\u0000As everyone knows, from the earliest times, every nation appreciated as true value the human’s intellect, intelligence and education. Just due to intellectual and physical abilities progress our ancestors became able to create our history and the world today we do live in. Each mankind history époque valued various knowledge, skills and abilities of a person. However, with new challenges constantly dependent on changes in society and social development, the humanit gained ever new knowledge, gradually pushing out the obsolete ones. And concurrently the principles of raising children also changed.\u0000\u0000The basic directions of forming the child’s future personality are mental development, physical and religious education. M. T. Rylsky NAS of Ukraine are connected with the customs and ordinances of spring religious holidays in Podillya. There are a lot of information on Easter eggs in the archival files.\u0000\u0000The methodological basis is the general scientific principles and methods of research. Among them – problem-chronological, search, analysis and synthesis, generalizations that allowed investigating this issue and identify certain rituals characteristic of this region.\u0000\u0000The purpose of the article is to analyze the archival collections of documents which cover or provide information on Easter eggs of Podillya, the production of Easter eggs, their use in ritual and to publish the original sources for replenishing the source and historiographical base.\u0000\u0000Easter ceremonies and the role of Easter eggs in them are usually of great interest. After all, the use of the symbol of the revival and resurrection of eggs-Easter eggs is closely interwoven with magical actions, beliefs and ritual customs. It was these materials that came from the 1920's to the Ethnographic Commission organized by the VUAN.\u0000\u0000In the informational materials concerning the calendar ritual, we have a lot of information about the celebration of Easter, preparation for it, the making of Easter eggs, their ornamentation and use in rituals.\u0000\u0000At Easter, children were welcome, mainly boys, mostly native, baptized mothers, midwives, acquaintances, priests and landlords of their villages, carrying «volochylne» as gift, consisting usually of wheat crayfish and a few painted eggs. The children weal believed to be the incarnation of the spirit of grandfathers-great-grandfathers as messengers of the sky world. With childrens bypasses and the custom of the first clerk, stored in ritual part of the annual cycle is connected.\u0000\u0000Speaking about the circumvention of the fellow villagers or Easter gretings, which did not exist in the circle, the authors write that «on the second day the children go to greet early. Having come to the hut, they greet and say three times “Christ is Risen”, and the owner answers three times “Truly Risen”. The master gives him a handkerchief, and with this he goes from house to hose until it startscalling the church».\u0000\u0000Interesting information is given about the burial of the deceased during Easter celebrations. One of the authors notes, «those who die on Easter (righteous) go straight to heaven. They serve as one of the main sources for studying the development of church building in Kyiv at the beginning of the nineteenth century. These diaries were studied by historians in the nineteenth century, but were only partially published. At the same time, they retain a significant amount of information related to the daily life of the city, the status of certain church monuments, church building, etc. Metropolitan paid particular attention in his diaries to the state and development of the Kyiv-Pechersk Monastery.\u0000\u0000During 1803-1822, Serapion (Alexandrovsky) (1747-1824) served as Metropolitan of Kyiv. He simultaneously performed the functions of the archimandrite of the Kyiv-Pechersk Lavra. Historians paid him little attention to him. About him wrote E. Bolkhovitinov, V. Askochenski, Ph. Ternovsky, V. Ikonnikov, D. Blazheiovsky and others. After Serapion's death, there were a few tabs of personal diaries. In them, the Metropolitan recorded his daily activities and impressions of the events that took place with him and around him. His diaries were the subject of scientific research in the nineteenth century.\u0000\u0000The greatest interest is the information concerning the state of Lavra caves in the early nineteenth century. These are the records of the Metropolitan on emergency situations and the elimination of their consequences. Emergency situations on long caves obviously did not arise. Information about the temples over the caves tells about the construction works, and only occasionally - in connection with other events or situations. The diaries also contain curious information about the caves. Metropolitan Serapion can also be considered the first tour guide in Kyiv. Lavra caves appear in diaries as one of the main locations of Kyiv as a city.\u0000\u0000And to this day they still remain unexplored. They are stored at the Institute of Manuscripts of the Central Scientific Library National Academy of Sciences of Ukraine of V.I. Vernadsky. Especially a lot of space in the recordings was given under the description of the Kyiv-Pechersk Lavra. Often in these messages are mentioned from different sides and Lavra caves.The study distinguishes three types of information about the caves: a description of their condition, a description of temples over them and information of a tangential nature. There is a special interest Metropolitan Serapion in the caves. Indicates the variability of the information recorded in his diaries. Emphasizes its religious character. Within 6 years it changed its structure several times to meet the needs of the party that captured Ukrainian territories: in Western Ukraine from the Polish model to the Soviet one; under fascist occupation - to meet the needs of the Germans and Romanians; evacuation and re-evacuation, which also required reorganization, re-institutionalization of the institutions to new climatic conditions in the critical situation of the war time. A separate aspect of the research is an analysis of changes in the organizational structure of the agrarian research institutes during the German occupation. This article is aimed at analyzing the organizational structure of agricultural research in the period of the German occupation during World War II on the territory of the Reichskommissariat «Ukraine» on the basis of original sources.\u0000\u0000The analysis of these issues will allow us to reflect on the events of the World War II more closely, better understand the plans of Nazi Germany on the development of Ukrainian lands meant for the prospective settlement of the Germans, the organizational drawbacks of the Soviet agricultural research and Nazi’s attempts to overcome them.\u0000\u0000Utilization of the Ukrainian arable farm lands became a major geostrategic and military aspect German invasion plans. For the effective exploitation of this territory, all German scientific forces were united to study the agricultural potential of the occupied lands.\u0000\u0000With the establishment of new occupation authorities in Ukraine, their primary actions were to collect maximum information from scientific documentation and materials on breeding, to involve the best local scientists to projects aimed at deep study of the occupied territories for the prospective German settlers.\u0000\u0000The main organization responsible for the collection and export of scientific material from the occupied territories was the Rosenberg Operational Headquarters, which collaborated with the Imperial Ministry of Occupied Eastern Territories. The departments of this ministry belonged to the Central Research Service of the East, under supervision of all German scholars who came for scientific work on the territory of the Reichscommissariat «Ukraine». In order to study the scientific potential of the agricultural sector in the autumn of 1941, the Center for Research of Agriculture and Forestry for Northwestern Ukraine was created. Avtushenko","doi":"10.17721/2522-4611.2019.40.4","DOIUrl":"https://doi.org/10.17721/2522-4611.2019.40.4","url":null,"abstract":"The problem of providing housing of the dismissed or retired servicemen and members of their families is analyzed in the article on the basis of archival sources and publications.The situation with providing of housing for servicemen of the Armed Forces of Ukraine dismissed from military service in the early 1990s, was complicated by the return to Ukraine of more than 32 thousand families of servicemen who served in other CIS countries. Financing of housing construction and provision of retired military personnel was carried out from state and local budgets. The research showed that every year expenditures on housing construction were reduced for persons dismissed from military service.To solve this problem the Program for housing providing for the dismissed or retired servicemen was adopted in 1999. The aim of the program was to facilitate the implementation of state policy in providing housing for retired servicemen, concentration of financial, logistic and other resources as well as coordination of the activities of central and local executive authorities, enterprises, institutions and organizations for solving this problem.\u0000\u0000The National Coordinating Centre for Social and Professional Adaptation of the dismissed or retired servicemen was responsible for the implementation of the Program. The National Coordinating Centre controled the use of budget funds, following the compliance of local executive authorities and local self-government bodies with legislation on the provision of housing for persons discharged from military service, formed a consolidated database on the apartment registration of dismissed servicemen.For improve the implementation of the Program, traditional and non-traditional sources of funding were involved, including the deduction of 1.5% of corporate profit tax. Among the sources of financing of the Program were assets and property seized by customs and law enforcement agencies and transferred to the state property for use in housing construction.\u0000\u0000The Program for providing housing, during 2005-2008, was not included in the list of budget programs of the Ministry of Defense and target expenditures from the general fund of the State Budget for its implementation were not allocated. The share of subvention from the state budget to local budgets was the only but insufficient financing source. As a result, the amount of housing received at the expense of said subvention, has been constantly decreasing. In the following years the financinghas practically ceased, which has led to an aggravation of the problem of providing housing to retired servicemen.The situation with providing of housing for servicemen who were on the housing account in local self-government bodies during the investigated period was extremely difficult. The conducted research testifies to the imperfection of the current hosing legislation’s norms.
