As a facet of positive psychology, PE focuses on school-based interventions and programs that target student well-being to ensure that youth are developing skills that contribute to their happiness and support their well-being (White et al., 2017). However, this approach is relatively new in the UAE, and much still remains to be learned about the most successful way to implement and evaluate it. The course of PE implementation in the UAE is similar to the implementation of other approaches targeting student well-being across the globe, namely social-emotional learning (SEL). Much like PE, SEL is viewed as an umbrella construct that focuses on developing specific competencies related to emotional intelligence in children and adults that impact their well-being (Elias et al., 1997).

In fact, entrepreneurship has not only been greatly valued in the UAE as a tonic for economic and demographic challenges but also as a way forward. Top-down promotion of entrepreneurship towards a national vision for development and innovation has laid the foundations for constructing an entrepreneurship ecosystem and sector. Organizations have played a key role as enactors of an emerging entrepreneurship ecosystem. In particular, entrepreneurship support organizations (ESOs) have been functioning as intermediaries and facilitators between the entrepreneur, entrepreneurship ecosystem, and the state.\u0000This paper finds that ESOs reframe their purposes to culture and mindset shifting towards entrepreneurship, highlighting the number of participants and training programs delivered as measures of success over the number of start-ups launched in the face of barriers to homegrown entrepreneurship development. Additionally, these organizations do not limit their participant pool to local, national populations. Rather, they open their programs to all in the effort to fill the gap with globally sourced talent, resulting in a bifurcated entrepreneurship ecosystem that in some ways excludes young entrepreneurs, contributing to youth disillusionment of the hype around entrepreneurship promotion.\u0000The policy paper offers the following recommendations: (1) Move beyond mindset shifting and culture building around entrepreneurship for local, national populations by providing more tangible opportunities for young, aspiring entrepreneurs to address relevant industry and/or societal challenges through their entrepreneurial endeavors; (2) Foster and create learning opportunities such as internships for young, national entrepreneurs with more mature global start-ups who are a part of government-sponsored incubator/accelerator programs to develop national entrepreneurial capacity; and (3) Provide greater access to entrepreneurial opportunities for non-national youth who consider the UAE their home and are engaging in entrepreneurial activities but find that they are excluded from local opportunities and resources.

The introduction provides an overview of state-of-the-art practices in waste management and a literature review on assessing the benefits and importance of industrial symbiosis toward achieving a circular economy in the regional context. Next, the paper highlights the key challenges, drivers, and opportunities that will enable the identification, development, and realization of industrial symbiosis exchanges between two or more parties based on various case studies. Consultations with industry stakeholders and the ensuing data analysis highlight the potential for symbiotic exchanges between industries. The results also suggest an increase in the overall reuse and recycling rate for waste by successfully engaging in an industrial network of waste exchange. Next, potential gaps in policy interventions and their detrimental effects on the identification and development of industrial symbiosis practices are highlighted. The paper concludes with key recommendations for policymakers as well as industrial and waste management entities for introducing industrial symbiosis programs in the UAE.

The emergence of AR has become the main source of morbidity and mortality from infections that would otherwise have been treatable. AR is mainly caused by the inappropriate use of antibiotics. In the United Arab Emirates (UAE), bacterial resistance to antibiotics is escalating due to: a) practice of self-medication with antibiotics among the residents of the UAE; b) the easy procurement of antibiotics from local pharmacies without prescription; and c) expatriates’ importation of antibiotics from their home country. The present study focused on the usage of antibiotics among the population of Ras Al Khaimah. This study surveyed 306 residents of Ras Al Khaimah to understand their knowledge, awareness, attitude, practices, and perceptions on antibiotics usage. The major pharmacies in Ras Al Khaimah were also surveyed to identify whether the policies on dispensing antibiotics are followed. Of the 306 respondents, %49 have practiced self-medication using antibiotics at least once. The study also finds that pharmacies dispense antibiotics without prescription due to customer demand for antibiotics, lack of patients’ time, patients’ needs, lack of medical insurance, and money concerns. In conclusion, this study provides insight into the level of AR awareness and usage among the Ras Al Khaimah population and emphasizes the need to implement best practices at the grassroots level to overcome the crisis.

This has led to growing complaints from the community to address the issue and the resulting costs and demands on local governments as these animals pose environmental and safety concerns. This is especially challenging as stray and abandoned animals threaten the natural ecosystem and give the environment an unfavorable image, which can negatively impact local businesses and tourism. The stray and abandoned animal population requires human intervention to control; otherwise, the population may grow exponentially, further impacting the environment and increasing costs to the community. \u0000\u0000Several strategies can be used to control the stray and abandoned animal population, such as Trap-Neuter-Release (TNR) programs. However, several factors impact the effectiveness of TNR programs, most notably the community’s knowledge and awareness. It is recommended that TNR programs be complemented by other initiatives on raising awareness and educating the public, which can be further supported through collaborations with other stakeholders in the animal welfare sector. \u0000By identifying strategies to support animal welfare and address stray and abandoned animals in Ras Al Khaimah and the United Arab Emirates (UAE) in general, this report aims to identify key stakeholders, what is currently being done to support animal welfare – including TNR, and the community’s understanding and awareness around these topics. It begins with a literature review on TNR, followed by an explanation of the methodology used. Using a combination of publicly available data, PISA results, and data from schools and the Ministry of Education (MOE), we have identified some of the key marginalization factors within our local context. In essence, these marginalization factors are driven by issues related to geography, gender, and socioeconomic status (SES).\u0000We find that the current education sector is geared toward female students and families who can afford medium to high-fee private education in urban centers while neglecting male students and those living in rural areas from lower SES backgrounds. Additionally, we find a general lack of available data on marginalized and at-risk groups across the UAE, which creates issues for evidence-based policymaking.\u0000Our recommendations include reducing public-school fees for low-income expatriates; incentivizing a greater variety of private schools to open in rural areas at various price points; developing additional and targeted educational programming for the most at-risk groups; and the sharing of comprehensive data on at-risk student performance, with a particular focus on boys and students from low-income families.
Compared to other highly developed countries such as the United States, United Kingdom, Australia, South Korea, Japan, and Germany, the United Arab Emirates’ (UAE) population is young, with a median age of 32.6 years in 20201. By comparison, Germany’s median age was 45.7 years, and Japan’s was 48.4 in the same year. Given these age demographics, public policy in the UAE is currently focused on meeting the needs of youth and working-age individuals below the age of 65, who comprise 98.7% of the total population. \u0000Going forward, however, the topic of aged care is becoming a matter of concern. In 2020, only 1.6 people older than 65 were dependent on 100 working-aged people in the UAE. By 2050, however, this number will increase to 18.5, a twelve-fold increase, which will create financial, social, and medical pressures for families and the UAE government. As of 2017, official statistics report that there are approximately only 15,000 Emiratis over the age of 60. Accordingly, provisions for aged care in the UAE remain limited. While some emirates have local entities that offer a range of services to Senior Emiratis2, only two residential aged care facilities are exclusively dedicated to the elderly. In the entire country, Senior Emiratis are thus forced to rely on a limited range of services typically provided by local hospitals, with only a few specialized medical staff. \u0000Therefore, the UAE is not yet prepared to cater to the greater number of older people who will exist in the future. In addition to a lack of physical infrastructure, there are also reportedly changing social dynamics, particularly with regard to the decline of the extended family model and the increasing trend toward smaller nuclear families. This will also impact care for the elderly as currently, the majority are cared for at home by their families or with the assistance of housemaids.\u0000The UAE, therefore, needs to explore and plan for the creation of a sustainable and effective aged care system. In light of the current scarcity of senior care facilities and lack of research on aging in the UAE, the Sheikh Saud bin Saqr Al Qasimi Foundation for Policy Research has undertaken this study. Its design draws heavily on a study carried out by the Australian Government’s Royal Commission into Aged Care Quality and Safety. That study focused on significant issues with aged care services in Australia, including their quality and person-centeredness, and how best to deliver such services to a wide range of people. \u0000We have modified the Australian survey to explore the following areas in the UAE: (1) population attitudes towards older people, (2) knowledge and perceptions of aged care, and (3) Emiratis’ experiences, expectations, and preferences for older age. This survey was answered by 2,375 individuals, divided between 2,074 Emiratis and 661 non-Emiratis, with 49% of respondents being female and the remaining 51% being male. The findings are discussed in the Strategic Report.
