Artificial intelligence in the public sector: progress versus regress? 公共部门的人工智能：进步还是倒退？

The development of the AI requires a responsible approach, including ethical guidelines, regulation, and continuous public education. It is important to strike a balance between promoting innovation and minimising potential negative consequences. There is also a need to promote technology development in a way that benefits society as a whole and not just certain groups. It is becoming a common tool in education. Already, AI is changing the way schools, universities, students, and educators work and children learn. Educational institutions benefit from it by helping teachers meet the specific needs of each learner. There is a strong push for closer cooperation on digital education at European Union level and the importance of collaboration across all sectors to make education fit for the digital age. The article provides a general overview of artificial intelligence, its impact on society, how it can be applied in the public sector, whether humans are already able to exploit and benefit from this technology, and how to guard against the negative effects of technology. What legal measures need to be taken to ensure that artificial intelligence is a progress for mankind and not a regression in any field. The analysis is important because the area is next to a busy street and a railway line, and the building is intended to be used for the permanent residence of people with special needs. In the initial version of the model, the location of the building on the site is chosen 7 m from the street boundary. The results of the thermographic study showed the temperature distribution on the surface of the system elements. Heat losses are calculated by comparing the temperature of the \"hottest\" places with the temperature of the \"coldest\" places in the environment. The research was carried out in late autumn when the outdoor temperature fluctuated between +4 and −2 degrees. Wage changes for 2015–2024 have been carried out. In a public educational institution, the analysis reveals trends in the salary of academic employees. In 2015 January 1st in Lithuania, instead of the national currency litas, the euro was introduced as the common European currency, a decade full of changes, based on regulated changes. Although the regulation of labor payment in the Republic of Lithuania is assessed ambiguously due to the abundance of laws and other normative acts and their frequent changes, a regulated, moderate, albeit unclear, increase in wages has been identified. Determining the value of an academic employee's work is variable and sensitive, in the absence of a more detailed and reasoned justification of official coefficients. The results of the analysis allow us to make the assumption that when forecasting and strategizing the support of employees' motivation for scientific activities, it is appropriate to adjust job coefficients while maintaining equal gaps between positions. Creative activity and social innovation prevail in such a business. Social business is usually carried out by non-governmental organizations. The purpose of this article is to find out the context of social business content of social service institutions. 4 social workers working in an institution with persons with disabilities participated in the study. Qualitative content analysis revealed the perception of social business as a process, it is interpreted as promoting the integration of clients into the community, an activity that has added value for social workers and their clients. The components of social business, mission, community, profit, innovation, market are significant in its implementation. It is important, not only to efficiently use heat in the building, but also to reduce energy losses in heat supply networks and heating point. Thermography allows for a more accurate assessment of the state of thermal insulation and can help identify and determine small but important areas of heat loss. The expected effect of additional thermal insulation could be up to 1 % of saved heat energy. However, considering the relatively high temperatures of non-insulated elements and long heating seasons (duration varies up to around 200 days), an economic effect can also be expected. At the same time, the algorithm provides measures to avoid exceeding the limits of sustainable operation of the installation. The main objective of the algorithm is to reasonably extend the service life of the lubricating oil in accordance with the recommendations of the engine manufacturers and while maintaining a reminiscent operating condition of the machinery. The variation of lubricating oil quality parameters during engine operation is a very important factor which, if ignored, can lead to high costs associated with ship idling. The obtained theoretical algorithm can be applied in the optimization process, but it is necessary to check and compare it with the results of the laboratory experiments and, if necessary, make corrections to the algorithm. These published results of the algorithm research and design are the first phase of the optimization of the lubrication oil change intervals for marine internal combustion engines, which must be verified by the results of applied research, mathematical analysis and, if necessary, adjusted as needed. It emphasizes the importance of image in today's business, emphasizing that only by gaining the image of a supportive organization, companies gain a strong advantage in the market. The process of image formation is distinguished, consisting of the internal culture of the organization, employee competencies, product value, manager's behavior, business reputation, social behavior of the organization, visual image and image of the consumers themselves. A questionnaire survey method was selected for the empirical study and a probabilistic method of selecting subjects was applied – random selection. The analysis of the survey results enabled to assess the JSC Baltic Agro company's image based on the distinguished image formation factors and the identified elements of the organization's image.
