Madej","doi":"10.37460/j.2636-7823/2019.2.2.02","DOIUrl":"https://doi.org/10.37460/j.2636-7823/2019.2.2.02","url":null,"abstract":"This study analyzes the process of shaping of the modern public administration in Poland from its origins in the 19th century, when Poland was divided into three parts and occupied by the neighbouring parties of Russia, Prussia/Germany and Austria/Austria-Hungary. It then describes development of the public administration in independent Poland after WWI and its transformation under the communist rule after WWII. The main part focuses on the current state of the Polish administration, including its central and territorial sections. It also discusses the impact of the European Union on this area in Poland. The objective of the study is to present the modern Polish administration in a relevant context of historic and modern internal traditions and external impacts. The paper is based on literature review. {"title":"THE NEW CHALLENGES OF THE SCO AND TURKEY-SCO RELATIONS","authors":"Emrah Yildirimcakar","doi":"10.37460/j.2636-7823/2019.2.2.03","DOIUrl":"https://doi.org/10.37460/j.2636-7823/2019.2.2.03","url":null,"abstract":"SCO, CSTO, Turkey, China, Russia, Central Asia This paper studies the Shanghai Cooperation Organization (SCO)’s objectives, its expanding process, the advantages and disadvantages of the new and old member states and SCOTurkey relations. There is an increasing political and economic rivalry between SCO’s two important members (China and Russia). This study shows that China and Russia have different policies to contol the Central Asia. Russia has attempted to increase its influence in the region with the help of the Collective Security Treaty Organization (CSTO), while China aims to do it with the help of the SCO. On the other hand, Turkey has increased its impact in the Central Asia policy and Turkey-SCO close relations will also play a significant role both in the SCO and Central Asia politics. It is also examined that the SCO policies are majorly driven by China.
