In the article an attempt to identify and assess current trends and forms of cultural dialogue between Russia and Austria, the factors which influence bilateral cooperation, as well as to assess the prospects of cultural relations has been made on the basis of extensive source materials and research literature. Modern cultural relations between the two countries reflect the general trends and peculiarities of modern bilateral interaction, are characterized by diversity and depth. Bilateral cultural exchange involves not only capitals, major cities, but also the regions. Cultural cooperation between the Russian Federation and the Republic of Austria today is based on a solid legal framework, which is replenished with new documents on both the current programs of cultural exchange and strategic issues. A relevant trend of the modern cultural cooperation is institutionalization. This feature is reflected in the modern dialogue between Russia and Austria. Cultural centers, public and state organizations are successful actors of bilateral cooperation, they bring together a wide audience of participants and contribute to the development of cultural contacts on an ongoing basis. Particular attention in the article is paid to a new format of bilateral cultural cooperation between Russia and Austria — the cross-years of cultures, which have become traditional large-scale events of bilateral exchange. This format contributes to the regionalization of interaction and has an impact on economic, political dialogue and investment policy. The conclusions of the study allow identifying the potential of bilateral cooperation between the Russian Federation and the Republic of Austria and forecasting the possible prospects of the cultural dialogue. It notes that humanitarian policy is a key tool for advancing US foreign policy and economic priorities. While it appears to be a value orientation for external audiences, in fact it relies on intertwined political and military-strategic aspects to advance the American concept of world order. The paper outlines the growing importance of humanitarian policy: from a narrow understanding as a crisis response to defining it as one of the main foreign policy instruments. The interrelation of political and military-strategic factors influencing the development of the US humanitarian policy in the Middle East is revealed. Based on the analysis of the essence and content of the concept of humanitarian policy, the trends in the development of the regional humanitarian policy of the United States for the future are presented. It is concluded that the American economic system and high technologies are attractive to the Middle Eastern audience, but the “rules-based world order” promoted by the United States through the created crises is not so positively perceived by it. The US humanitarian policy in the region is able to adapt to the changing imperatives of the time, but at the moment it is not capable of rethinking the changing international status of the United States in the emerging polycentric system of the world order. The methodological basis of the research is the method of system analysis, as well as the synthesis of information contained in official documents, scientific, reference and periodical literature on the topic under study and their generalization based on personal experience of theoretical and practical work in the field of humanitarian cooperation.","PeriodicalId":336122,"journal":{"name":"Vestnik of Saint Petersburg University. The article discusses the features of the application of sanctions against Iran, their impact on the economy of the state, as well as the mechanisms and ways of its adaptation to the restrictive measures of Western countries. The authors identify typological similarities, in view of which the study of the Iranian experience is significant for Russia, and differences that deserve attention in terms of understanding Russia’s capabilities in this area. Iran has been under sanctions for several decades, large-scale and numerous restrictions have been applied against it. The nuclear deal contributed to eased sanctions pressure for a short period only, proving that such agreements on concessions by the target country in response to the lifting of restrictions by the initiating states are not always sustainable. As a result of the analysis, the main stages of imposing sanctions against Iran are defined. The authors highlight the trend towards sanctions against the energy and financial sector and its constant tightening, as well as the increasing number of participants in the coalition of initiating countries and the UN Security Council resolution on measures against Iran. The UN Security Council sanctions are viewed as serious measures in terms of foreign policy implications. In addition, the authors reveal the key elements of Iran’s policy in the field of countering restrictive measures and adapting the economy to them. Measures related to structural changes in the economy, optimization of the social sphere, use of imperfection of sanctions regimes, diversification of international partners are indicated as such components. Thus, Iran’s experience in adapting to sanctions can rather be characterized as successful and relevant for Russia, despite the different starting positions.","PeriodicalId":336122,"journal":{"name":"Vestnik of Saint Petersburg University. The paper addresses major developments or political fallouts of Russiagate . First, some politicians, mostly in Russia but only few in the West, insisted that there has been no meddling or interference. Second, to other commentators, especially in the West, the meddling with US elections indeed took place. Yet to others, and this is the third development, the problem was not necessarily about the act of the 2016 meddling, but rather about the following “collusion” between Donald Trump and some Moscow’s operatives, on the other, and their attempts to “cover up” their mutual illegal affairs. In the context of these policy narratives, this paper’s conclusion refers to the “We had it coming” phenomenon in international relations. The Russiagate became a subject conveniently fitted in the political narratives of both national capitals. In Moscow the belief has been that this case had been totally fabricated and fueled by anti-Russian sentiments in Washington. In the United States, there is little doubt that Russia has meddled with the elections and would do it again. The situation in the Taiwan Strait is analysed in the article in the context of the withdrawal of American troops from Afghanistan in August 2021. Despite the very specific selection of the administration’s personnel and the general impulsiveness of President Trump’s political decisions, his vision of the Taiwan problem coincided with a long-ripening desire in the ranks of the American political elite to get rid of self-restraint in relations with Taiwan in order to avoid open conflict with China. A result of the deterioration of US-China relations and Trump’s related pro-Taiwan initiatives was high tension in the Taiwan Strait zone, and a decrease of international support for Taiwan. At the same time, the complete destruction of the traditional American “policy of strategic ambiguity” still did not occur. Biden’s first steps have shown that while maintaining the appearance of a tough “Trump” approach to the problem, he is intent on stabilizing the situation around Taiwan. The new president seeks to maintain the level of ties with Taiwan achieved under Trump, while avoiding rash and provocative decisions. Overall, it can be argued that Taiwan is increasingly moving into the focus of American foreign policy. The withdrawal of troops from Afghanistan will not only not lead to a decrease in the level of American guarantees in the Taiwan Strait, but, on the contrary, it will make it possible to attract new resources here.","PeriodicalId":336122,"journal":{"name":"Vestnik of Saint Petersburg University. Firstly, the region has a long history of political struggle for independence, having formulated the concept of “Scotland is a country” by now. Secondly, starting with the preparations for the 2019 general election campaign, the Scottish National Party (SNP), as the political leader of the region, has launched a program of “internationalization of Scotland”, stating not only international ambitions, but also the use of international relations to strengthen the position of Scotland as independent nation in the international arena. Thirdly, Scotland seeks to demonstrate itself as a responsible player, offering its innovations in the field of strengthening partnership and peace, and proving that the whole world will benefit from an independent Scotland (it is no coincidence that SNP party documents often mention that “the Scots are conscientious citizens of the world”). Fourthly, the independence of Scotland is offered by the SNP as a tool for realizing the rights of citizens to participate personally in the international agenda. Thus, we note both the growing international ambitions of Scotland and their international recognition. In general, the Scottish model of paradiplomacy is the use of all possible international platforms and the creation of new ones to form a positive image of the region. The goal of the article: to analyze the strategy of international activity of Scotland and correlate it with the practical activity of the region. The study was carried out on the basis of a political-historical approach, which means an analysis of regional processes in any area in the context of national and macro-regional development (in this case, we understand the European Union as a macro-region). The research method within the framework of the chosen approach was the case study method. Accordingly, the article compared various indicators of regional involvement in international processes after Brexit in the longer period of Scotland’s entry into the international arena after 1998, i. e. implementation of the Scottish Act. Yarovoy","doi":"10.21638/spbu06.2021.203","DOIUrl":"https://doi.org/10.21638/spbu06.2021.203","url":null,"abstract":"For almost 30 years, cross-border cooperation between Russia and the European Union has been balancing between cooperation and control, geopolitics and paradiplomacy. In different periods of relations, the dominance of one or another logic of development is noticeable. In the “post-Crimean” period of international relations in Europe, cross-border cooperation remained one of the few spheres of interaction between Russia and the EU which showed somewhat positive dynamics, or at least had not degraded significantly. The Karelian section of the Russian state border attracted close attention from both Russian and Western researchers in the 1990s due to the rapid pace of institutionalization of cross-border cooperation. The creation of Euregio “Karelia” in 2000 and the launch of cross-border cooperation programs within the framework of the European Neighborhood Policy helped to maintain research interest. In recent years, the negative dynamics of relations between Russia and the EU has led to a noticeable decrease in the research interest to some issues of EU-Russian cross-border cooperation. At the same time, cross-border cooperation projects continue to have a positive impact on the development of border communities, and the cross-border governance system continues to develop and transform. Thus, the study of the dynamics of cross-border cooperation in the Euregio “Karelia” is still of scientific interest. It makes it possible to answer specific questions about the peculiarities of interaction between Karelia and Finland, as well as more general questions related to EU-Russian relations. Based on the analysis of discursive cooperation practices inherent to different participants of the cross-border cooperation in the Euregio “Karelia”, the article shows why positive interaction of actors is still possible, and what vector of development can be expected for the regional cooperation between Russia and the EU in the medium-term perspective.","PeriodicalId":336122,"journal":{"name":"Vestnik of Saint Petersburg University. Cox (considered the “father of Critical Theory” in IR) envisioned that a counter-hegemonic movement could arise in the future from the multilateral alliance of less privileged States, which could resist the dominance of the central powers of the system. Almost three decades later, the 2008 Financial Crisis, the decline of the US hegemony (propelled by its unilateralist actions) and the rise of emerging economies all over the world resulted in a scenario of transformation and redistribution of power in international relations. In that context, a reformist movement driven by developing countries (some of them located geographically distant from one another), especially by the BRICS nations, voiced new demands for democratization of global governance at the international level, contesting the US and Western hegemony in world affairs and the underrepresentation of less-privileged States in important multilateral organizations. From the analysis of the conceptual framing of Critical Theory to the context behind the inception of BRICS and its positions in international relations, this article aims to explore the elements that could possibly connect the group to the interpretations undertaken by Critical Theorists, showing that the group does hold certain positions that can allow such an association.","PeriodicalId":336122,"journal":{"name":"Vestnik of Saint Petersburg University.
