However, despite partial structure of data, most patent information lies in unstructured data like abstract text, from which it is relatively difficult to build a knowledge graph, since traditional methods rely on predefined human-annotated resources of entities and their relationships. Furthermore, the difficulty in Chinese language processing worsens the problem. This paper proposed an unsupervised method to automatically construct a Chinese patent knowledge graph without pre-built dataset. This research first builds a basic graph frame using structured patent data. Then the proposed method mainly utilizes keyphrase extraction algorithm to find patent properties and semantic role labeling method to dig deeper relations. Scientific research institutes are the national army in China's innovation system, and are an important force to promote the development of China's engineering technology and help industry innovation. Optimizing the allocation structure of scientific and technological resources in scientific research institutes is helpful to the research and development of engineering technology. Therefore, it is necessary to continuously optimize the allocation structure of scientific and technological resources of research institutes to enhance their innovation ability, so as to spill knowledge or technology into various industries and promote the progress of engineering technology. Based on the data from 2009 to 2018, this paper analyzes the overall situation of scientific and technological resources in research institutes, and makes a comparative analysis of the input-output structure of scientific and technological resources in research institutes of different industries from horizontal and vertical perspectives. The results show that the investment of scientific and technological resources has greatly increased, and with the change of scientific and technological strategy, the allocation structure in research institutes of different industries has also changed greatly. On this basis, three common schemes of shipping enterprises are analyzed. Based on the anti-epidemic experiences of China, firstly, an epidemic impact measurement model was defined based on supply chain elasticity theory. Then, a five-stage planning model for the elastic deformation of industrial supply chain under major public health emergencies is constructed by fitting the life cycle law of event development. Finally, taking the supply chain data of China's apparel industry as an example, the optimal solution was obtained by using the Spreadsheet programming, and the error value was lesser than 12%. For China-like large states, the unbalance of technology transfer is a fundamental concern for the designers of social systems. In this paper, a new indicator, overall coefficient of variation (OCV), is proposed for evaluating the unbalance of technology transfer. OCV, built based on the patent coefficient of variation (CV), reflects the overall unbalance of technology transfer of multiple provinces over multiple years. Using the proposed OCV indicator, the unbalance of technology transfer in China is analyzed, which explores patent status of multiple provinces over 6 years. It can be seen that the regional disparities in technology transfer in various parts of China shows different trends, which is clearly associated with the local development levels. However, at the same time, the node position control has a large energy consumption problem, which needs further detection. Therefore, this paper proposes a control scheme based on the fusion of particle swarm optimization algorithm and metropolis acceptance criteria. Based on this, a variable structure node position control model of highspeed network is constructed, and makes an in-depth analysis.
