These standards are based on the ISO MPEG 2 specifications and include source coding, channel coding, modulation, service information and interfaces for consumer decoders. A conditional access system is used when there is a need to control the access to a broadcast service, mainly for commercial reasons. It has been decided not to standardize the conditional access (CA) system, but only the mechanisms for interoperation of different CA systems on DVB decoders. Mechanisms had to be found in order to allow the reception of DVB programmes using different CA systems with a single decoder. The DVB common interface described in the paper has first been specified for that purpose. Decoder manufacturers will provide DVB decoders with the DVB common interface and CA system providers will provide detachable CA modules. In this system, users can rapidly preview some preprocessed video shots, based on some simple scene change detection algorithm, to find out the particular video segments which are of interest. Because users just preview some video shots instead of examining all the video frames, this shot-based browsing method is superior to the conventional frame-based browsing one from the view points of the network bandwidth, user friendliness, and/or browsing efficiency. The system provides the transmission rate of 40 Mbps for video. A HDTV codec has been fabricated for the system. Up to nine simultaneous PIDs (packet identifiers) can be processed by the IC. This paper introduces a new way of bridging different video production and transmission standards for digital television broadcasting. The proposed format is based on progressively scanned images and uses a reversible synthetic interlace for transmission. The format fits as well to the interlace based television infrastructure as to the professional multimedia production facilities using 35 mm film. Two video channels are compressed by MPEG2 technology while the audio signal is compressed by MPEG1 technology. The player is controlled by our newly developed real time OS. This OS allows the video and audio MPEG streams to be synchronized during playback. The 2 channels video data and audio data are interleaved during recording on the disc. We also have developed a unique disc recording format.
