The study is based on Marshal McLuhan's technological determinism, media richness theory and critical theory of media and technology. The present research aims to study the role of information and communication technology in monitoring, evaluation and policy making. It is a quantitative research. The survey is conducted among 100 respondents. Telephonic interview is conducted among the respondents from Karnataka, a state in India, with semi-structured interview questions. HMIS is a comprehensive health data package which facilitates the comprehensive policy statement. Incorporating equity, integrity and quality in health care is mandate of the government. It is essential to instill confidence among internal and external public of health system as it is critical in transforming policies and programmes into action for social good. The study revealed that the HMIS is still in its infancy greatly due to digital divide. Appropriate training to all the stakeholders (not only data entry operators) would contribute to effective implementation of HMIS. Innovation is understood as an idea, practice or object that is perceived as new by an individual or other unit of adoption. Information on technology adoption and diffusion in a given society is important for focusing future research, extension-related development efforts aiming at benefiting majority of Bihar farmers. The identification of the roles of social networks that influence technology adoption and diffusion is important to identify and design measures to remove or alleviate the constraints affecting diffusion of innovation. This study was undertaken in three villages in Sameli block in Katihar District of Bihar. The extent of functional contributions of social networks and their implications in the diffusion of maize close-spacing variety (P3522) and identification of options for enhancing the role and sustainability of these social networks for promoting agricultural technology in the study area was the focus of this study. A multistage sampling procedure was employed to select respondents from 90 sample households from three villages in khaira panchayat, from which three group discussions were conducted. Both qualitative and quantitative data were used to obtain reliable information from primary and secondary sources. Data analysis was done using sociometric matrix, percentage and frequency, mean and standard deviation and co-efficient of variation using Ucinet software. The study revealed that relatives, friends, neighbours and input dealers were the most important nodes of information source for seed and planting material (SPM) sources, and they were influential networks in the adoption and diffusion of maize close-spacing variety (P3522). A multi-stage sample probability proportionate of size was carried out to select respondents. Number of respondents for the study was 158. The schedule was developed to collect data from February to March 2014. This study revealed that the highest percentage (64.56%) belonged to the medium category of the communication behaviour. The relationship of the communication behaviour with the selected independent variables, namely education, size of land holding, family types, knowledge of communication technique, communication competence and innovation proneness was positive and significant, at 1% level of probability. Value orientation, presentation skill, and interpersonal interaction were significantly and positively related with the communication behaviour of poly plastic growers at the 5% level of probability. Furthermore, regression analysis was carried out with 11 variables namely: Age, education, size of lend holing, family types, social participation, value orientation, knowledge of communication technique, communication competence, presentation skills, interpersonal interaction and Innovation proneness. The value of R2 is 79.19%. Information seeking is thus a natural and necessary mechanism of human existence. The present era is the era of information and knowledge revolution. Many electronic resources are available. The increase in information availability on the web has affected information seeking behavior. To provide empirical evidence to the concept, an attempt was made to understand the process of ‘m-learning’ of farmers in Shivarajpur block of Kanpur district. The respondents (75) were analysed using before after method of experimental design. The study revealed that there was significant difference in gain in knowledge in seeds and sowing, plant protection measures and harvesting and marketing aspects. Extension professionals were ready to provide services and at the same time farmers were ready to accept services which are of their need. All these aspects where the difference was significant in the areas which are directly related to market. The study indicates that farmers are becoming e-ready, the beginning is through mobile services. In due course of time they will be prepare themselves for e-mediated extension services. Hence, the study conceptualized e-readiness as “e-readiness is the degree to which an individual is able to afford information and communication technology tools and techniques, possess Skill of application of Information and Communication Technology (ICT) tools and techniques for his/her development and he/she can access the communication tools and has the necessary infrastructure and policy support to exploit the potentials of ICT”. In spite of women making up the prime workforce in agricultural production and processing in India, they lag well behind men in ownership of assets, access to agri-production resources and decision making. This paper explores the gender gap in access to agri-production resources and decision making in order to suggest strategies that can be useful in ensuring gender-equitable access to agri-production resources and decision making. A multistage, simple random sampling was used to select 80respondentscomprising 40 men and 40 women farmers from four villages covering two blocks of Khordha district in Odisha. The study reveals that men farmers predominate in accessing agri-production resources as compared with women. The chi square (p=0.0065) on difference between gender and access to agri-production resources affirms that it is strongly influenced by the gender. It is suggested that gender sensitisation, women education and land rights to women are to be prioritised in development initiatives to improve women's access to agri-production resources. There was wide variation in decision-making pattern among men and women related to crop and livestock production aspects.
