To increase human and machine understanding of web service descriptions, it is necessary to add meaning that can avoid ambiguity and ease of learning by clients who do not have sufficient knowledge. The semantic web is becoming a technology that can be adopted to assign meaning to resources described in service descriptions. Collaboration between web service description and semantic web presents a new term known as semantic web services (SWS). In service composition domain, SWS become crutial elemen to support automation in service discovery and selection. The complexity of creating web service semantics is caused by, among others, difficulties in identifying resources, the relationship between resources, and determining the knowledge that should be added. This study contributes to the activities used to create web service semantics from the OAS 3.0 document. OAS 3.0 is a standard that is widely adopted today by web service developers using the REST architecture. One of them is Television of the Republic of Indonesia (TVRI) which is a Public Broadcasting Institution (LPP) which was founded in 1962. TVRI always provides innovations in order to give the public the best method to distribute the information for them. To reach that, TVRI must know what IT roles are appropriate in order to help them facing the future. This study uses a qualitative method by analysing the TVRI business and IT transformation at TVRI from the past until the present as the public broadcasting institution. This paper described the definition of CRS and also its features and technologies with Systematic Literature Review (SLR) method. SLR was conducted to trace related studies trough three reputable journal database; IEEE Xplore, ACM Digital Library, and Sciencedirect. From 17,809 articles gathered, only 20 articles are eligible for synthesizing. The results are: CRS can be defined as a system used to support interaction and engagement between teachers and students in the classroom. This study utilizes existing ontology, namely Epidemiology Ontology (EPO) and data from a variety of scientific documents about tuberculosis. The data obtained from scientific documents regarding tuberculosis (pulmonary TB) will be used to enrich Epidemiology Ontology (EPO). Through this mechanism, the user will receive the data from the sensing node based on the value sent without any data verification at the server-side. The data in this case could be invalid. Thus, error handling as the main problem of the research is needed. By ensuring that this problem is worth objectivity raising, then through the Risk Management Process Model, it is certain that this problem will cause an adverse threat. After identification, 6 arising risk were found, with the level of control at threat”. Furthermore, 7 Mitigation Actions (MA) were designed and grouped into 3 Mitigation Phases (MP). Mitigation plan was realized into a platform with several system blocks, including 2 middleware blocks giving data error handling service directly. Moreover, to ensure that the proposed platform has covered all existing risks, service guarantee agreement was made in the form of a Service Level Agreement (SLA).The test results showed that both SLA 1 and SLA 2 succeed in guaranteeing no more risk arising. The test results showed the security level value is 6/ 6=1, which means all of the risks are ”handled” status and succeed in scope of ”eliminate”.
