The objectives of knowledge acquisition must be defined in such a way as to improve performance and support the trust of the beneficiary of the public service provided. The development of organizational culture within the institution allows people to adopt new values, attitudes and behaviors. Investing in an efficient knowledge management system involves the development of training and education programs that contribute to improving the skills of employees and knowledge sharing both vertically and horizontally, in order to provide quality public service and create value within the community. Knowledge management can be implemented more efficiently and beneficially in the context of the increasing use of technology in educational activities. Thus, integration of e-learning in knowledge management systems allows the removal of space and time barriers from learning. The new normality has brought with it a number of challenges and changes that have produced immediate and profound effects both in the way business is conducted, the online negotiations giving a formal and less human character, and in the way the employees perceive the work carried out exclusively online. Research has revealed a new phenomenon called \"Zoom Fatigue\" which is reflected in the human psyche through exhaustion and burnout, a phenomenon caused by the intensity and long duration of video calls and frequent online meetings. Additional cognitive processes required by video calls, the concentration required to absorb all the information transmitted, the lack of visual breaks, multitasking, as well as the merging of professional activity with the familiar environment from the comfort of our home, have led to psychological consequences, such as pronounced fatigue, exhaustion or irritation. All these effects are felt differently by men and women, the latter suffering more from videoconferencing and online work. At the same time, extroverts were found to be less tired than introverted people, feeling the effects of the \"Zoom Fatigue\" phenomenon differently. For the proper conduct of work and for the creation of a healthy organizational climate and an ethical organizational culture, the role of managers in knowing employees at a human level is of outmost importance, in order to best manage such situations and to identify appropriate measures for motivation and support aimed in particular at female and vulnerable personnel. Citizens' access to the necessary information is much easier, by accessing official websites or by e-mail. The pandemic has limited people's access to interaction with public institutions, which has increased the need to use online digital tools. Thus, the process of digitalization and the process of modernization of the public administration were hastened. This has led to the emergence of new types of social behaviours that have had negative effects on the use of digital tools by public entities. Until now, several approaches to public administration ethics have existed, and they have mostly centered on the civil servant's behaviour in his interaction with citizens and his respect for the workplace. As the online environment has become a necessity for public services in the digital age, ethics in the public system meets new challenges. Today, there is a need for a modernized digital system for civil servants to use. It should facilitate applicants' access to information and protect the confidentiality of certain information in an ethical and professional manner for all parties involved, in order to reduce misinformation. Misinformation in a pandemic can have serious consequences: it can lead to ignoring official health advice and risky behaviour, or it can have a negative impact on our democratic institutions and societies, as well as on the economic and financial situation. Managers as leaders help to drive public administration as an organisation which is able to proceed towards future as a sustainable public organisation which develops the quality of human capital and improves performances, supports public trust and enhances democratic life. Rediscovering the organisational dimension helps to develop the leadership as identity and source for ethical and transformational behaviours of a leader, and enables public managers to assume coherent values, attitudes and behaviours developing the leadership as central identity. Online information, during its evolution, applied many changes in all the domains, changes that may affect the principles of ethics. The continued freedom to use the online environment, the failure to establish clear rules both nationally and internationally can lead to many problems, most of which are ethical. Although ethics is an important value of society, in reality, it serves as an established virtue. This paper reveals the fact that the limits of ethics can be easily violated, showing which possible dangers can be met and, with attention, avoided. Using the Internet has become a priority in any domain: economic, cultural, academic, educational, and social. The most obvious change could be observed at the social level. Thus, more and more people prefer to socialize online, through social networks. Within these networks, most cases of violation of ethical norms can be observed. That is why certain ethical standards should be set clear enough to protect the privacy of users. The restrictions imposed by the COVID-19 pandemic have led more and more people to use the online environment (online work, online education). With the increase in the rate of use of the online environment, online illegalities have also increased, legalities that violate the principles of ethics. We must not neglect that any action in the online environment exposes the user to certain risks. We consider online users must get informed about possible risks and problems that may arise from browsing online. In emerging economies, the social and economic factors underlying a significant and the growing income inequality tend to be different from work factors in many OECD countries. The importance of the informal economy, combined with the persistence of significant geographic disparities in economic performance, is a significant factor in the inequality of revenues in all emerging economies. In turn, the informal economy and geographic disparities are closely linked to other aspects of inequality such as gender, ethnic differences, disparities in educational achievement, and working conditions. With the implementation of traffic restrictions in the spring of 2020 and the introduction of quarantine in Romania, companies were forced to resort to alternative means of conducting and continuing the activity in safe conditions for employees. The main change was the implementation of work at home, doubled by a strong progress of digitalization in the field. The orientation of companies towards the customer, the desire to offer the most complete services and the need to work as much as possible in the online environment, accelerated the digital transformation processes, offering a new perspective to both customers and employees who were able to experience a large number migrating to work from home.
