Based on the rational and institutional perspectives relevant in the study of the effects of management innovation, the objective of this chapter is to analyze how the introduction of this type of innovation determines the performance of service firms. Thorough analysis of the literature suggests that the innovative challenge of service firms focuses not only on technological innovation but also on management innovation focused on economic and/or social potential. The characteristics of management innovation as well as the ability of service firms to integrate different types of innovation enable them to achieve distinct competencies and high sustainable performance in the form of economic and social gains.","PeriodicalId":271918,"journal":{"name":"Advances in Electronic Government, Digital Divide, and Regional Development","volume":"15 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122278207","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this chapter, the authors propose a definition for technology-based firms based on strategies that makes possible to identify the companies with advanced use of technology (including knowledge) in all the sectors of the economy. This refined definition helps to identify this kind of companies and to orientate special public policies to foster their development. For follower countries in terms of technology and innovation, as it is the case of Spain, technology-based firms may be a significantly different collective compare with advanced technological countries. Thus, the authors propose a method to detect technology-based firms in not only high technology sector using a Technological Innovation Panel (PITEC) in Spain. This chapter confirms that there are technology-based firms in many activities outside the high technology sectors that can be of interest for public institution and investors.","PeriodicalId":271918,"journal":{"name":"Advances in Electronic Government, Digital Divide, and Regional Development","volume":"16 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129303106","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The reach of cloud services stretches into many sectors of society. Such sectors include the use of cloud technologies in education, which is of growing interest to academics and higher education institutions. However, many institutions adopt these services into their workflow without properly identifying the potential impacts on their students, since it is the student who engages with the new technology to enhance their knowledge base. This chapter investigates how student's perceptions of security and privacy, influences their adoption of cloud services for use in an educational setting. This study proposes that student intention to use a cloud service (e.g., DropBox) for academic purposes can be predicted upon their perception of security and privacy when using a specific cloud service.","PeriodicalId":271918,"journal":{"name":"Advances in Electronic Government, Digital Divide, and Regional Development","volume":"15 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129493455","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Actual damages and losses have been increasing in recent years. As a result, disaster managers bear a greater responsibility to safeguard their communities in advance by developing effective management strategies. Numerous studies have been conducted on the processing of disaster-related data using artificial intelligence (AI) techniques, all with the goal of developing more effective disaster management strategies. This chapter summarises current AI applications in the four phases of disaster management: mitigation, preparation, response, and recovery. Numerous AI techniques can be applied to various stages of disaster management, and several practical AI-based decision support tools are demonstrated. It seems that the vast majority of artificial intelligence applications are focused on disaster preparedness and response.","PeriodicalId":271918,"journal":{"name":"Advances in Electronic Government, Digital Divide, and Regional Development","volume":"112 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126419936","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Russian economic growth is mostly based on the natural resources and the need to speed up its industrialization process. Today there is a change of economic model associated with the transition from the stage of industrialization to the post-industrial economy. Emphasis shifts from production to the provision of services. In the digital economy, where the major resources required for the production of quality products are time and information, the concept of cost management should be reconsidered. The new paradigm of cost management should take into account the changes in approaches to the management of material, labor, and financial costs, and include approaches, tools, and methods of cost control of resources, updated by digital post-industrial economy. A sectorial and territorial specific of the process of change of economic model requires strategic approach to cost management.","PeriodicalId":271918,"journal":{"name":"Advances in Electronic Government, Digital Divide, and Regional Development","volume":"100 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"117253746","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is a fact that public corruption gains more prominence than private corruption, because the state has the duty of accountability in a transparent way to taxpayers. As a result of this, the authors focus on the analysis of public corruption, which involves agents and public resources of the state. Therefore, this study has the main objective to verify if there is a relationship between IPC corruption (corruption perception index) and HDI (human development index), which posits the hypothesis that the greater the corruption, the lower the HDI indexes. In addition to the CPI and HDI variables, they also analyze the GDP of the countries in a secondary way. The global data analyzed indicate a high correlation between greater corruption and a lower index of human development, which may suggest problems of accountability.","PeriodicalId":271918,"journal":{"name":"Advances in Electronic Government, Digital Divide, and Regional Development","volume":"379 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"120882659","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

At the same time, increasing demand for telecommunications services has greatly contributed to the growth of this industry, so that the number of data service subscribers worldwide is over a billion, and thousands of new subscribers are added per minute. The main purpose of this chapter is finding strategic objectives and related key performance indicators considering each perspective of the balanced scorecard in data network sector of a telecommunications company in Tehran. The financial aspect has one objective, the customer and market perspective has six objectives, the internal business process perspective has 10 goals, and finally, the perspective of learning and growth has four objectives. According to the objectives, performance indicators are presented that are useful for performance measurement and strategy implementation.","PeriodicalId":271918,"journal":{"name":"Advances in Electronic Government, Digital Divide, and Regional Development","volume":"17 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115302133","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Over the period of three decades, there have been numerous changes at the institution, and within the South African legal framework, there is a need to transfer the digital records into archival custody. However, there is no infrastructure to ingest digital records into archival custody. This poses challenges to institutions such as Rand Water as they are forced to create an interim solution for electronic records preservation. The challenge is compounded by the fact that since implementing electronic systems, Rand Water has migrated to several products. There is a danger that some records might have been lost during migration. This chapter narrates on the electronic record-keeping within Rand Water from yesteryear to today in order to map the way for the future. It has established that Rand Water has implemented several ECMs and migrated to different products over the years. A further study on data loss and recoverability during migration to the different ECMs is recommended.","PeriodicalId":271918,"journal":{"name":"Advances in Electronic Government, Digital Divide, and Regional Development","volume":"78 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131803316","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
