This work presents the Brazilian Sign Language Automatic Translation project and specifically focuses on low complexity Artificial Neural Networks dedicated to real-time video processing. A new approach for reducing the computational complexity of the activation function of the Multi-Layer Perceptron is proposed in this work, allowing complex processing of video signals be done in real-time. The low complexity neural networks are used in two stages of the system. In the color detection and hand posture classification blocks. In the absence of a central controller, the decentralized power control is of special interest and may be characterized as a competition among the communication nodes. This indicates the adequacy of the application of noncooperative game theory concepts to the problem. The continuous domain for transmit power is usually assumed, although, in practice, digitally power controlled systems work with discrete power levels. In this work we evaluate the performance of a distributed power control algorithm which is derived from the formulation of the power control problem as a static multi-stage nonzero- sum noncooperative game. Eight cosine transforms and eight sine transforms are defined, denoted FFCT and FFST, respectively. The property of symmetric convolution for these new tools is introduced. It is shown that the use of this operation, together with the development of fast algorithms, allows efficient computation of linear convolutions via FFTTs. SRR of image sequences is highly dependent on the quality of the registration stage. When motion between frames is unknown and has to be estimated, the best available statistical model still requires the numerical estimation of the moments of the registration (warp) matrix. In this work we derive an analytical model for these moments for Gaussian registration errors. The new model allows for different boundary conditions. We consider two basic models. The first, one triangular symmetrical structure with three cores in an equilateral-triangle arrangement and using a control signal (CS) applied to the first core and the second model present a transverse symmetrical structure with three cores in a parallel equidistant arrangement (or planar symmetrical structure), however the position of the control signal (CS) is applied to the input of the first fiber (core 1). Looking at the transmission characteristics of the device, through the direct and cross channel, we did a study of the extinction ratio (Xratio) of these devices. The performance is evaluated in terms of bit error rate probability for Oms, 100 ms and 200 ms of time interleaving length. The results are compared with the standard DVB-T (digital video broadcasting - terrestrial) evaluated on Impulsive Noise channel and Multipath combined with impulsive noise channel. Simulation results shows that employing Time Interleaving only with 100 ms the overall system performance can improve significantly.
