The proposed approach allows to develop new WFM tools for telecommunications operators to increase their performance, to manage more effectively the work schedules of engineering employees of the company, visit customer sites, and control the workload of engineers in real-time. Workforce Management systems (WFM) of Next Generation Networks (NGN) are becoming more and more important. Compared to the routine distribution of requests between telephone technicians in the repair bureau of the old Public Switched Telephone Network (PSTN) in the last century, the modern WFM system operates with a disproportionately large set of functions, a wide range of professional competencies and key performance indicators (KPIs). It is known that for the complicated macroscopic systems information evolution may be shaped on the basis of the principal thermodynamics laws (the second law of thermodynamics, etc). At the same time it is not known whether the fundamentals of the information theory for the macroscopic systems may be applicable to the microscopic systems. The study works out a mathematic model of the discrete phase space adapted to describing the evolution of information (entropy) of the microscopic systems. The discrete phase-space model rests on the indeterminacy principle and fundamental properties of the discrete continuous-time Markovian systems. The Kolmogorov equations represent the main mathematical tools technique. The suggested model refers to the smallest metric scale when the external macroscopic observation is possible. This scale can be viewed as a quasiclassical level. The research results are the following. The structure of the phase space of the elementary signal is revealed. It is demonstrated that the entropy of the microscopic systems increases, i.e. for the microscopic systems the second law of thermodynamics is true. There has been demonstrated transition from the microscopic model to the macroscopic one thus proving the former’s adequacy. The discrete phase-space model is promising in the aspect of further development. For example, it can be applied to the physical systems “particle – field”. The approach represented by the model will allow to study electromagnetic and gravity fields at the quasiclassical level. All areas require study for improving management and decision-making mechanisms in order to increase the efficiency of their functioning and further logic of action improving the process of functioning of processes in social and economic systems. The introduction of the sites of educational organizations into educational institutions of higher education (UHE) has led to the need for the person in charge of the site (LOU) of the organization to have a mathematical model of management decisions to counter emerging threats. In this paper, we will consider the process of forming a mathematical model of an administrative decision, which is obtained on the basis of synthesis from the transition states of the system using the Kolmogorov differential equations, by further transforming them into a system of linear algebraic equations (SLAE) and solving them by the Gauss method. Mathematical modeling is based on synthesis processes using the law of preserving the integrity of the object (ZSCO) and the natural science approach (ESA). The use of the synthesis method allows you to achieve the control goal based on the required performance indicators. The proposed mathematical model helps in solving three processes aimed at monitoring the occurrence of a problem in a controlled system, the process of recognizing the problem and the process of implementing a managerial decision to eliminate the problem. The final obtained mathematical solution for modeling the situation in the social and economic system helps to establish a model of LOU behavior depending on the current situation, which will lead to saving time resources and the possibility of its redistribution for solving other problems. The article discusses two regularizing recurrent algorithms for detecting quadrature amplitude modulation (M-QAM) signal in a multiple-input and multiple-output (MIMO) method and a direct transform receiver based on the Kalman filter. Kalman filtering using for soft decision detection operates at a fixed point in time and estimates symbols in iterations. The proposed detection algorithms contain a regularizing parameter. For one algorithm, the regularization parameter is selected empirically, for the other, it is found by a closed expression, which includes estimations of symbols obtained at the last step of the iterative algorithm. Hard decisions are determined by the criterion of the minimum distance between the received soft decisions and the possible values of symbols for each transmitting antenna separately. The proposed detectors are compared in terms of noise immunity (in a system without coding) with the Zero Forsing method and an algorithm that works according to the root-mean-square error (RMS) criterion. The channel is supposed to be known or it is estimated by the least squares (LS) method using first-order polynomial approximation. The article claims that regularizing detection algorithms make it possible to increase the noise immunity of signal reception relative to the Zero Forsing algorithms and RMS. In addition, this article contains an analysis of the computational complexity of the proposed recurrent algorithms. The use of the regularization parameter makes it possible to reduce the number of iterations in the detection algorithm needed to obtain the required error probability per symbol. This can reduce the number of arithmetic operations, resulting in a reduction in the computational complexity of signal processing algorithms. Comprehensive criteria for the efficiency the functioning steganographic systems are considered and the channel capacity of the steganosystem as a communication system with packet switching is selected. On the basis of the study, a new approach to constructing a method for evaluating complex indicators of the quality of steganographic communication during embedding and extracting hidden data is proposed. The quality of steganographic communication refers to the properties steganocommunication to ensure the efficiency of the system, both timely and reliable transmission of messages. On the basis of the proposed approach, the effectiveness steganographic systems in the construction of covert channels for the transmission secret data transmitted over communication channels was studied. Taking into account the new entropy approach, a method for calculating the indicators of the latent throughput steganographic systems in packet- switched communication networks has been created. As a result of the study calculation method, important analytical expressions were obtained for evaluating complex indicators throughput steganographic systems, such as the throughput of covert channels, the maximum possible value of the performance of a binary source packets, the average packet transmission time with the proposed coding scheme, and the residual throughput of the communication channel. Based on the results obtained, covert channel performance in steganographic systems was simulated using the Communications Toolbox package, an extension of the standard Matlab environment designed for calculating and modeling communication systems. The table contains indicators of the residual throughput of the system and the parameters of covert channel, taking into account the lengths of the headers of the network and channel levels of the open systems interaction models. With the considered method counteraction, a graphical dependence of the maximum value residual system throughput on the covert channel parameter is plotted. These are simulation modeling and analytical modeling based on queuing theory. At the same time, researchers can always compare the results obtained by means of simulation and analytical modeling. From modern technologies of simulation modeling, one can single out the IT GURU Academic Edition technologies, represented by the Opnet Modeler and Riverbed Modeler software products with powerful graphical editors. Graphic editors allow you to create simulation models of data transmission systems of any complexity, and launch and run their models to obtain statistics of the main performance indicators of these systems. Comparison of the simulation results with the results of queuing systems (QS) of the G/G/1 type makes it possible to assess the adequacy of those and other mathematical models. This article summarizes the results of the author’s publications on G/G/1 systems based on time-shifted distribution laws such as exponential, hyperexponential, and Erlang distribution. Thus, these distribution laws for the random variables used provide the coefficients of variation less than, equal or greater than one. The conditions for the application of the frequency hopping mode are considered. An algorithm for synthesizing signals with a simultaneous change in their frequency and phase structure has been developed. An analysis of the properties of the developed signals was carried out. The positive and negative aspects of the implementation of the developed approach are shown. Proposals for their practical application are formulated. The frequency-hopping spread spectrum is actively used in many telecommunication standards and technologies in order to increase the noise immunity of transmissions in a multipath channel. As a result, due to the short stay of the signal at the carrier frequency, the probability of long-term operation in a channel with deep fading is reduced. Since the structure of the signal and frequency-hopping spread spectrum parameters are determined by known protocols and standards, this makes it possible to evaluate its capabilities in practical applications. In order to reduce the negative consequences caused by the considered collisions, it is proposed to generate signals for the slow frequency-hopping spread spectrum based on the three-element Barker sequence. However, the above networks still have some limitations that need to be overcome, such as coverage areas, signal delay and some other special features. Therefore, research and development of a satellite system with the IoT function is very promising and relevant. In addition, in order to compete with terrestrial networks in terms of equipment cost, service cost, and ease of operation and use, it is necessary to create satellite networks to work with terrestrial networks. The result of the analysis of LPWAN technologies in terrestrial networks showed that Lora technology is the most suitable for working with a satellite system. The article presents an assessment of the energy of subscriber radio lines when the satellite system is compatible with the Lora network. It is shown that the protection against interference on the \"Earth-spacecraft\" link is not less than 6-8 dB (worst case). The required reserves in the subscriber radio lines of the OFF-Line mode have been determined. In a point of reception signals are observed reflected from a bottom and surface in the presence of reflecting surfaces which can be with a small depth of water area compared to horizontal distance to SA. The sizes of the reflected signals will depend on effective areas ground and superficial scatterings, which depend on a mutual positioning of DM and SA at the depth of the water area. The spatial correlation of scattered signals renders the greatest influence in the mutual correlation processing of signals from the elements of antenna of HNS. The coefficient of correlation scattered component will be so small that it will give practically no displacement of the bearing estimate at the wave size of the antenna of HNS about 10l. At the small wave sizes of the antenna (commensurable with l) the coefficient of spatial correlation of hindrance can render noticeable influence on the estimate of a difference of phases of a navigation signal from exits of elements of the antenna of HNS. This influence affects especially strongly at estimate of corner of place. The size of the displacement of the estimate will be proportional to the size of the signal reflected from the surface of the water area and coefficient of its spatial correlation. When approaching the SA to the DM, there can be re-reflections of a navigation signal from elements of their constructions. At the radius of a nasal part of SA 0,2 meters the relation of levels will make about 30 dB. Displacement of estimate of difference of phases of signals will be only when there is an angular displacement at reflections (there is not symmetry at a reflection). However, even then influence of the re-reflected signal is small. The article explores the issues of information support for officials of the state fire supervision authorities of the EMERCOM of Russia on the basis of decision support on the calculation of material damage from fires using the example of calculating damage as a result of the destruction of vehicles. A mathematical model for calculating material damage from a fire on a vehicle is considered in accordance with the Methodological Recommendations on the organization of the calculation of material damage from fires of the EMERCOM of Russia. An algorithm and a software tool for calculating material damage caused by fire to vehicles are presented.
