Therefore, there are villages whose small enterprises are able to grow and develop well, but there are also some which do not have well-developing businesses. The Loram Kulon village belongs to those which have good growth and development of the small enterprises. This study aims to explain the relationships between religious values and the development of entrepreneurship in small enterprises in Loram Kulon village and how these factors play a role in the dynamics of entrepreneurship in the community in the Loram Kulon people. The common perception of the cause of the condition is that most farmers possessed only small area, which is economically unviable, thus the profitability is low and therefore they are poor. This paper aims to explain the condition of farmers from political ecology perspective. Insight and understanding of the discussed issue is mostly gained through an extensive literature study and legal document observation. Political ecology discusses the aspects of power and economy in the human-environment relation. In political ecology, power relation and power distribution among actors determine who will enjoy the most benefit from an exploitation of a parcel of land. We argue that the condition of farmers and the low profitability of farming is, consciously or unconsciously, a result of political, institutional, and economical arrangement, which lead to the marginalization of farmers. They are supported but not empowered. The support aimed to reduce production cost and improve yield, but the farmers have very little power to access the market and control the price. In the overall rice production and trade chain, farmers received the least profit in comparison to other actors, such as rice mills and traders. This study used a qualitative approach. The main informants in this study were Asemdoyong fishermen who were the members of the cooperative, a Chair of the Indonesian Fishermen Association in Asemdoyong, manager and a cooperative secretary, while the supporting informants consisted of fishermen, non-cooperative members, the vice chairman of the cooperative and the Asemdoyong Village. The results of this study indicate that Mina Misoyo Makmur Cooperative was established on the basis of the fishermen's need for funds channeling institutions and fishermen's capital needs to go to sea. The loan amount increased from Rp. 387,455,400 to Rp. 819,375,600. The supporters of the development of cooperatives include government assistance and cooperation with BRI. Barriers to the development of cooperatives include low education of fishermen and bad credit. Fishermen responded that the cooperative's performance was increasing, proved that the SHU had increased. The function of cooperatives is as a manager of TPI and provides assistances to fishermen, namely providing fish basketball, river dredging, and social assistance.
