The prospects for the development of industry as a whole and its manufacturing industries in the near future are assessed from the point of view of realizing the intentions to create technological sovereignty and increase demand for domestic industrial products. It is possible that this may entail shifts in the territorial distribution of processing, in particular, due to a shift in development priorities to the Asian part of the country, especially since recently there has been an increase in Asian landmarks in geopolitical terms. With the help of calculations based on the panel data model, a quantitative assessment of the impact of investment dynamics on the dynamics of industrial growth for the constituent entities of the Russian Federation over a long period was obtained. Calculations showed that, despite the fact that investments in industrial production in the Asian part of Russia grew at a faster rate than in the European part, due to their lower return, they did not lead to a fundamental change in the territorial structure of industrial production. With the help of aggregated indicators calculated by the method of principal components, an assessment was made of the potential of manufacturing industries in the macroregions of the country. Based on the values of the calculated indicators, it was concluded that there have been no significant positive changes in the state of processing of the Asian part of the country over the last decade of the current century, despite significant investment in its development in 2018-2021. The basis of the study was the Federal State Statistics Service for monitoring the socio-economic situation in the regions of the Russian Federation. The following indicators are considered: average monthly nominal accrued wages of employees (rubles) per year, per capita monetary income of the population (rubles) on average per year, labor force (thousand people) on average per year, number of unemployed (thousand people) on average per year, the volume of investments in fixed assets (million rubles) per year, retail trade turnover (million rubles) per year, goods of own production were shipped, works and services performed on their own per year (excluding VAT, excises and similar mandatory payments) million rubles. The author has compiled a matrix of correspondence between the structure of employers» demand for skilled workers and employees and the supply of professional educational organizations in the region. The article discusses the main regulatory legal acts in the field of development of the education system and youth support in the region, reflecting the most relevant areas of interaction between authorities, business representatives and the educational environment of Karelia on personnel training. The main achievements of the region in the implementation of current regional projects on targeted training programs, the organization of career guidance work with young people, the employment of graduates and the use of modern interactive forms of education are presented. Special attention should be paid here to the introduction of practice-oriented training and passing demonstration exams at the leading industrial enterprises of Karelia, as well as retraining and advanced training of employees of enterprises according to programs that meet Worldskills standards. The \u0000Aim of the research is to analyze the results and factors to achieve the strategic goals of the enterprise in terms of reducing the effective demand for its products for these years. \u0000The analysis showed that in difficult economic conditions it is important to build an effective management system that includes certain decision-making mechanisms. Thus, the company should maintain and strengthen the reputation of a reliable partner. The growth of production efficiency and cost optimization allows to increase the competitiveness of the enterprise. Personal work with strategic customers creates long-term relationships. After solving organizational issues in the first place goes to work with the markets. The greatest effect is achieved when implementing the cluster model. Increasing the levels of specialization and deversification leads to an increase in the efficiency of the cluster. The presence of strategic partners allows to provide access to the market segment of packaged supplies. \u0000The development of new product markets requires constant research and development. Innovative technologies and equipment can improve production efficiency. Access to financial resources allows the company to develop and maintain competitive advantages. The main part of the investment should be the company's own funds. The globalization of socio-economic and political processes, the acceleration of informatization, the introduction of new technologies, high speed of thinking require a revision and expansion of the theory of human capital. The most relevant paradigm shift in the development of the theory of human capital is observed in the current socio-economic and political conditions associated with the need to address the global issues of the human pandemic (COVID-19), in the context of rapid response and aggravation of the situation in the healthcare system of Russia and the world as a whole. As a result of the analysis of the indicators of the health care system, using a ranking system of statistical indicators, based on the presented rating of the regions of the Russian Federation, the authors propose a cluster approach to the distribution of regions of the Russian Federation, which allows us to pay attention to the problems of forming human capital in a number of districts, to identify the overall dynamics of development indicators of the healthcare system in Russia. Then, due to the fall in prices on the world oil market, which is the main source of formation of the state budget of the country, there was a sharp drop in revenues, difficulties arose in financing the development of more important areas of the Azerbaijani economy. Problems were especially manifected in improving the socio-economic well-being of the population, indeveloping the infrastructure of the regions, in the industrial sector of the country in the context of improving the technologies used in production activities of domestic enterprises. In fact, the decline in oil prices forced all oil states and enterprises of various vocational orientations to a sharp transition from active economic activity to passive. New mechanisms and reforms are needed to diversify the national economy, since there are a number of problems that impede the implementation of this process and the expansion of the country's foreign economic activity. It that as a result of the import substitution policy, the dependence of has been established manufacturing enterprises on foreign supplies has decreased. The concept of the innovative potential of the region as the main element of assessing the effectiveness of the regional innovation system is considered. Approaches to the interpretation of the concept of “efficiency” are studied. The existing methods for evaluating the effectiveness of the functioning of innovative systems in the region are analyzed. The effectiveness of various socioeconomic systems and methods for determining economic efficiency are analyzed. An approach is presented to determine the effectiveness of the innovation system of the region in the conditions of modern economic relations, taking into account regional characteristics. Based on the presented approaches, the innovative activity in the Republic of Bashkortostan is analyzed. \u0000The relevance of the study is determined by the need to accelerate the transition of the Russian economy to the path of technological development in the face of sanctions pressure from Western countries, restrictions on the supply of imported equipment and components. With the successful implementation of this policy, there is an opportunity for strategizing, adjusting and improving the efficiency of the economy. The above facts testify to the timeliness of research into the issues of the effectiveness of innovation activity.
