This paper discusses the volatility's asymmetrical reaction to autocorrelation of stock return and estimates the threshold value of ACF (autocorrelation function). Learn from previous research achievements, the risk assessment indexes are set. This paper defines the performance content of land consolidation project in depth, constructs the LCPs performance evaluation index system based on the \"processes logic\" framework and applies the matter-element model to evaluation the comprehensive performance of LCP in Qianhong irrigated area of Changshan County. The research results show that the comprehensive performance of this project is close to \"outstanding\" and the value is-0.0285. The results of performance level of single index show that 9 indexes are in the level of \"above good\", 3 indexes are in \"general\" and the other 3 ones are in \"poor\" level. Deep research finds that 3 factors, such as \"Deviation rate of timely completion\", \"Improving rate of vegetation coverage\" and \"Improving rate of biological abundance\" influence to raise the performance. Furthermore, a comparative analysis is conducted based on Importance-Performance Analysis(IPA) about the importance of factors that affect satisfaction and practical performance. Results show that all the values of satisfaction factors are lower than the average value of significance, and there is a distinct gap between some factors of significance and satisfaction. This reflects the satisfactory degree of tour guides is not high.
