This research was conducted from Desember 30, 2016 to Januari 12, 2017 in Teritip Village, Balikpapan City. The sampling method used was sensus method with the number of respondents as many as 13 persons. The rank spearman correlation was to analysis the correlation of all characteristics. The analysis showed that the internal characteristics; age was closely related to the interest and cosmopolitan very closely related to the interest and trial. The external characteristics; the role of group leader closely related to the aware and the role of the mass media was closely related to the interest. Characteristics of innovation; compatibility was very closely related to evaluate and closely related to trial while triability closely related to evaluate and very closely related to the trial. The sampling method was used census to 11 respondent. The data was collected by observation, questionnaire and interview also it was analyzed by likert scale for the class interval continuing by Rank Spearman correlation with IBM SPSS Statistics 20. \u0000The result was obtained the influence factors of readability are the elements of communication and characteristics of innovation. That factors had significant correlation. The significant element of communication were described in source, message, and channel. The significant characteristics of innovation were relative advantage, compability and complexity. The research conducted for seven months since September 2016-March 2017. Sample design was referred by two kind of methodology, for fresh fish peddlers using by Accidental Sampling and for fresh fish sellers using by Purposive Sampling. The results show that the Total Cost that expanded by the fresh fish peddlers averagely is Rp 23,177,892.-/month/peddler and for fresh fish seller is Rp 44,398,931.-/month/seller. Total Revenue for fresh fish peddlers is Rp 28,052,500.-/month/peddler and for fresh fish seller is Rp 55,271,000.-/month/seller. The Profits that gained by the fresh fish peddlers averagely are Rp 4,878,60.-/month/peddler and for fish sellers are Rp 10,872,069.-/month/seller. Revenue Cost Ratio for fresh fish peddlers are 1.21 and for fresh fish sellers are 1.22. Payback Period for fresh fish peddlers averagely is 1.86 month and for fresh fish sellers averagely is 4.68 month. Break Event Point, is: Sale Volume for fresh fish peddlers is 733.04 kg and for fresh fish sellers is 1,251.44 kg. BEP Prices for fresh fish peddlers averagely is Rp. 32,512.-/kg and for fresh fish sellers averagely is Rp 30,102.-/kg. Data collection that had been method used in this study were; Primary data, were gathered through observation and interview. And the secondary data, were gathered by the literatures interview. The sampling method that had been done was the sensus methode which all of the population as sample taken, there were eight respondents. And the data analysis that had been used were qualitative and quantitative analysis. Qualitative analyse was measured by the descriptive analysis. While quantitative analyse used non-parametric statistical analysis. The result of this study had shown; that snakehead fish crackers processors already had high knowledge and skills to response the climate change. The correlation between their knowledge and the response of the climate change were negatively strong and insignificant. The impact of the climate-change caused the decline of the both production and income the total revenue had were gathered form 2015 to 2016. They were; 348.634.258,- to Rp 67.931.581,- with RCR value 1,86 and 1,50.
