Sobolev","doi":"10.33051/2500-2325-2023-1-6-31","DOIUrl":"https://doi.org/10.33051/2500-2325-2023-1-6-31","url":null,"abstract":"The phenomenon of market economy is investigated in this article in the context of turbulence and global risks, fragmentation and uncertainty of economic prospects inherent in the modern stage of economic life evolution, which are caused by the unprecedented global sanctions policy, restraining the functioning and interaction of industries and institutions, financial and economic system, agricultural sector, world trade. In the process of carrying out the research and summarizing its scientific and practical results, alternative political and economic concepts and theories of the leading scientific schools and directions of modern economic science were used, the methodological tools of historical and economic (retrospective), inter-sectoral and system analysis were used. Particular attention is paid to global digital and innovative technological solutions in the context of their impact on the transformation of key industries and spheres of the market system of economy in the post-Soviet countries, achieving security, sustainable development and competitive advantages in a globalized world. The article deals with the interaction and influence of the city-forming enterprise JSC «Alexandrovsky Machine-building Plant» on the single-industry city of Alexandrovsk and the Alexandrovsky district as a whole. Goals and objectives of the work. The purpose of this work is to assess the financial, economic, and production activities of JSC «AMZ» for the period 2016-2020, as well as the socio-economic development of the single-industry town of Alexandrovsk and the Alexandrovsky district for the same period. Methodology. To analyse the financial, economic, and production activities of JSC «AMZ», an assessment was made of such indicators as the dynamics of net, non-current, and current assets, accounts payable, profit (gross, from sales, before tax, and net), business expenses, and production costs. To analyse the socio-economic development of the single-industry town of Alexandrovsk and the Alexandrovsky district, an assessment of the demographic situation, the investment climate, and the development of small and medium-sized businesses was carried out. Results. It is concluded that the development and financial and economic condition of the city-forming enterprise JSC «Alexandrovsky Machine-Building Plant» directly affects the socio-economic development of the single-industry town of Alexandrovsk and the Alexandrovsky district as a whole. The city-forming enterprise is on the verge of bankruptcy. If this procedure takes place, the issue of the existence of the single-industry town of Alexandrovsk will become much more acute, since at the moment there is a significant outflow of the working-age population, especially young people. Conclusions/significance. The practical significance of this study consists in the proposed recommendations for improving the efficiency of the city-forming enterprise JSC «Alexandrovsky Machine-Building Plant». Application. Research results. It was revealed that sustainable development in modern socio-economic realities is a combination of economic security and sustainability from an environmental standpoint. In both aspects, industrial enterprises are extremely vulnerable to the effects of internal and external environmental factors. It is noted that digital technologies, provided they are used correctly, can act as a strategic basis for transforming the activities of industrial enterprises in the direction of ensuring long-term sustainability of development. Based on the materials of the questionnaire survey of the heads of departments (services) of strategic development (management) of 46 large industrial enterprises of 8 branches of Russian industry, an assessment of the level of digitalization of key business processes, as well as its potential, was presented, on the basis of which it was concluded that there are significant reserves for increasing the sustainability of the development of industrial enterprises through digitalization tools. The promising directions of digitalization of Russian industrial enterprises and their areas of application are described. Conclusions. The article presents an original assessment of the development of interaction management systems in modern ecosystems in the context of industrial development and the formation of a united digital space. Goal. The research aims to substantiate approaches to the development of conceptual solutions for the effective management of industrial ecosystems. Methodology. A critical analysis of the spread of the ecosystem approach for integration in industry in the presence of general management patterns is carried out. Results. The factors of formation of a new management model in a united digital space are determined: historical heritage, decentralization/centralization, duality of the management model, feedback, services, cyclicity, technologies, management virtualization, digital trust and digital responsibility, architecture of management structures. The dual nature of new processes is substantiated, when a single system forms two spheres of management (the development management system itself and the interaction management system), interconnected by feedback. It is shown that for an effective production ecosystem, the level of formation of value chains remains the prerogative of participants, which fundamentally distinguishes the ecosystem approach from the cluster approach. The potential of the ecosystem model as an infrastructure or service model, as opposed to a cluster product model, has been established. The technological aspect of management is highlighted, which is based on the property of modern technologies to separate the control and transformational parts, presenting the possibilities of technology management in a digital environment, which creates more effective integration into a united digital space and the inclusion of augmented reality technologies in interaction with cyber-physical systems that ensure the information reliability of managed objects. Conclusions. The scientific article is devoted to the study of the possibilities and limitations of the mobilization economy in ensuring the sustainable development of Russia in the context of the sanctions challenges of the collective West. Methodology. In preparing the theoretical section of scientific research, the authors used of general scientific methods of the empirical group (observation, comparison, measurement, analysis and synthesis, logical reasoning), practical – concrete scientific methods (static analysis, problem-chronological and historical-genetic methods of scientific cognition, Foresight session). Results. Within the framework of the scientific research, the following tasks were solved sufficiently for the formation of reasoned conclusions and conclusions, as well as promising expert assessments: 1) the definition of the term «mobilization economy» in domestic and foreign scientific and professional literature is given; 2) the analysis of the presence/absence of signs of the mobilization economy in Russia in 2014 – I-III quarter of 2022 is carried out; 3) scenarios for the further development of the mobilization economy paradigm within the framework of the Foresight session «4 worlds» are formed. Conclusions/significance. The key message of the scientific research is the recognition of the fact of applying the paradigm of the mobilization economy in certain sectors and spheres of the national economy, which are fundamental to ensuring national security in all its forms. However, the further development and transformation of the economic structure in the country carries a number of risks and problematic issues associated with the transition to a model of a planned administrative economy and the degradation of institutions of market self-regulation, which in turn casts doubt on the possibility of ensuring sustainable development of Russia. Application.
