Розроблено комплекс науково-прикладних матеріалів щодо економічного обґрунтування стратегій, пов’язаних з відновленням сфери життєдіяльності міста (на прикладі м.Покровськ). Наукова новизна. Запропоновано науково-методологічний підхід щодо сценарного прогнозування рівня забезпечення сфери життєдіяльності міста Покровськ на основі використання методології інтегрального оцінювання, методології прогнозування, реалізація якого дала змогу провести сценарне моделювання інтегральної оцінки на основі зміни пріоритетності параметрів. Практична значимість. Дана оцінка тенденцій розвитку освіти та процесам секторальної децентралізації у сфері освіти, виокремлено сучасні проблеми, які постали в управлінні освітньою галуззю після завершення першого етапу адміністративно-територіальної реформи в Україні, визначено роль місцевих органів управління освітою в умовах децентралізації. У статті окреслено напрями та шляхи вирішення проблем у подальшому розвитку галузей освіти, як впливого чинника сталого розвитку територій. Мета. Дослідити основні тенденції розвитку освіти в умовах її реформування та децентралізації, запропонувати шляхи вирішення сучасних проблем, що сформувалися в освітніх галузях. Методика. У процесі дослідження використано емпірично- теоретичний метод, заснований на аналізі статистичних даних, синтезі соціально-економічного стану територіального розвитку та розвитку громад, структурний метод; порівняльного аналізу; абстрактно-логічного узагальнення. Наукова новизна. Дослідження та отримані наукові результати присвячені новітнім тенденціям розвитку освітніх галузей в умовах впровадження в України наступного етапу адміністративно-територіальної реформи. Результати. Роботу присвячено обґрунтуванню необхідності і визначенню ролі транспортно-пересадочних комплексів у розвитку транспортної системи країни та у забезпеченні її населення в транспортному обслуговуванні, виконуваному на сучасному рівні, в межах міст, у приміських зонах та на далеких відстанях. Методика. З використанням методів формальної і діалектичної логіки на підставі критичного аналізу положень вітчизняних і зарубіжних дослідників, які вивчали відповідні аспекти створення і діяльності багатофункціональних пунктів пересадки пасажирів між видами транспорту, визначено сутність, функції і різновиди пересадочних вузлів. Для уточнення категорії, що вивчається, та формування науково-теоретичних засад дослідження поведінки клієнтів транспортно-пересадочних комплексів застосовано методи наукової абстракції, індукції і дедукції. Результати показали неспроможність вітчизняного транспорту суспільного користування задовольнити потребу населення великих міст і передмість у просторових переміщеннях, запропонувати своїм клієнтам послуги належного рівня якості, з повним дотриманням вимог безпеки, виправдати їх очікування, а також використати потенціал залізничного транспорту, включаючи потужні вокзальні комплекси, та повернути йому лідерство на ринку пасажирських перевезень. Наукова новизна: доведено, що найбільш поширена практика створення транспортно-пересадочних вузлів на базі станцій міського транспорту або великих вокзалів для вітчизняного транспорту на сучасному етапі його функціонування є нераціональною, не враховує специфіки сегментних груп пасажирів та не відповідає їх особливим вимогам до транспортного обслуговування. Зважаючи на поточний рівень розвитку транспортної системи та її соціально-економічний стан, мережа розміщення пунктів пересадки пасажирів між видами транспорту повинна будуватись, виходячи з кореспонденції пасажиропотоків, з урахуванням найбільш сталих і потужних потоків пасажирів у приміських зонах. Практична значимість: тривалі спостереження за клієнтами залізничного пасажирського транспорту та аналіз кореспонденції пасажиропотоків показали, що найбільш сталими і регулярними, а отже, прогнозованими є переміщення у приміському сполученні, де пасажири задовольняються базовими характеристиками транспортного обслуговування і не потребують широкого спектру додаткових послуг, а фактори економії часу, мінімальної вартості, надійності і безпеки обумовлюють їх транспортну поведінку. Цим критеріям на сьогодні максимально відповідає залізничний приміський транспорт з його інфраструктурою, якісне функціонування яких вже зараз неможливе без докорінних організаційних змін і належного фінансування. The aim of the article is to try to explore the features of the program «double diploma» under modern conditions, as well as to determine the importance of web sites of higher education institutions as a marketing tool that promotes them, as well as a communication tool under conditions of pandemic. Method. To solve this scientific problem, the method of comparative analysis of sites based on the use of Google Analytics, Google Data Studio, Google Analytics Academy, the method of abstract-logical generalization and the method of analogies were used. Results. Results. The paper investigates and analyzes the problems and factors of the formation of the resource base of the financial support of domestic utilities of the underground. Scientific novelty. In the process of analyzing the formation of a resource base for financial support of the activities of municipal metro enterprises, it is proposed to introduce new financing mechanisms, which will improve the efficiency of their functioning, the provision of high-quality public services and the effective use of budget funds. Practical significance. The peculiarities of the functioning of river and sea transport in Ukraine in the conditions of uncertainty of the economic environment are studied in the work. Based on the comparative analysis of water freight volumes, the prospects for the development of water transport in Ukraine and increasing the efficiency of its operation are determined. It is established that the advantages of wide use of water transport are the lowest cost of freight transportation per conditional ton of cargo, relatively low investment required to restore the industry, and significant potential and well-developed infrastructure of water transport enterprises. Scientific novelty. In the process of analyzing the efficiency of water transport, relatively small amounts of investment required to restore the industry have been identified. The practical significance. Innovation is seen as an idea, a creative source of creating new, better, original, more effective, as a special means of adapting to the market and consumer needs. Innovation as a process reflects the need for innovation in today's competitive environment. Indicates the existence of life cycles of innovation from the origin of the idea and its justification to implementation and practical use. Innovation reflects development, emphasizing its dialectical connection with economic fluctuations. Scientific novelty. The definition of innovation as a result of the idea in the form of introduction of new or improved technologies, products, services that have economic, social and other effects in the process of development and gaining competitive advantage. The formulated definition includes selected approaches to the consideration of innovation as a technology, product or service (introduction of a new one); as an effect, a result; as ideas; as a process; as development. Practical importance.
